President Barack Obama is unveiling his eighth and final budget, a $4 trillion-plus proposal that’s freighted with liberal policy initiatives and new and familiar tax hikes – all sent to a dismissive Republican-controlled Congress that simply wants to move on from his presidency.

The budget will be released Tuesday morning, the same day as the New Hampshire primary when it’s likely to get little attention. It comes as the deficit, which had been falling over the duration of Obama’s two terms, has begun to creep up, above the half-trillion mark.

The White House is countering the worsening deficit outlook with a proposed $10-per barrel tax on oil that would finance “clean” transportation projects. It also is sure to propose taxes on the wealthy and corporations.

Long gone are proposals such as slowing the automatic inflation increase for Social Security benefits and other ideas once aimed at drawing congressional Republicans into negotiations on a broader budget deal.

Now, Obama has broken out a budget playbook filled with ideas sure to appeal to Democrats: A “moonshot” initiative to cure cancer; increasing Pell Grants for college students from low-income backgrounds; renewed incentives for GOP-governed states to join the expanded Medicaid system established under the health care law, and incentives to boost individual retirement accounts.

The $10-per-barrel tax hike proposal comes as the price of crude has dropped to the $30 per barrel range.

“We’re going to impose a tax on a barrel of oil – imported, exported – so that some of that revenue can be used for transportation, some of that revenue can be used for the investments in basic research and technology that’s going to be needed for the energy sources of the future,” Obama said. “Then 10 years from now, 15 years from now, 20 years from now, we’re going to be in a much stronger position when oil starts getting tight again, prices start going up again.”

Republicans, however, immediately rejected the idea after its release last week and it will meet the fate of prior dead-on-arrival proposals such as increasing capital gains taxes on the wealthy, imposing a fee on big banks, and cutting the value of charitable deductions for upper-income taxpayers. Higher cigarette taxes and a minimum 30 percent rate for wealthier filers have also gone nowhere.

Obama’s proposed tax increases also mean that he can present relatively reasonable deficit estimates without having to go for painful cuts to benefit programs such as Medicare, health care subsidies under the Affordable Care Act, food stamps, and Medicaid health care for the poor.

The budget deficit, after hitting a whopping $1.4 trillion in Obama’s first year, dropped to a relatively manageable $439 billion last year. But a softening economic outlook, combined with a round of tax cuts and increased spending enacted by Congress last year, will make the deficit problem about $1.5 trillion worse over the coming 10 years, according to the latest Congressional Budget Office estimate.

CBO’s “baseline” deficit – what it expects would occur if Congress does nothing – would now total almost $10 trillion over the coming decade.

The White House hasn’t revealed what, if anything, Obama will propose to address the worsening deficit picture. In its budget roll-out, the White House has instead focused on new spending initiatives. The plan is also likely to call for a comprehensive overhaul of immigration laws, highly unlikely in an election year.

On Monday, Obama proposed $1.8 billion to combat the Zika virus, asking for the money immediately as emergency spending on top of the $1.1 trillion catchall spending bill that passed in December. The virus is spreading rapidly through Latin America. While most people experience either mild or no symptoms, Zika is suspected of causing a devastating birth defect – babies born with abnormally small heads – and the funding is aimed at fighting its spread both abroad and in the U.S.

Obama has largely shifted his focus elsewhere. After winning a higher income tax rate in 2013 on couples earning more than $400,000 per year, Obama and Republicans have battled over relatively small increases to the less than one-third of the budget passed by Congress each year. Republicans seeking higher spending for the Pentagon have been forced to accept Obama’s demands for additional funds for domestic agencies.

Obama Releases Dangerous Jihadists… Then Misleads Country About It – Weekly Standard

President Barack Obama says his administration will continue releasing terrorists from the detention facility at Guantanamo Bay, Cuba, so long as those released are less dangerous than the jihadists currently fighting against the U.S. and its interests.

The bizarre argument comes in a new interview with Olivier Knox of Yahoo! News and is one of several comments in their discussion that reinforces the president’s stubborn nonchalance on issues related to jihad. Obama also shrugs off concerns about recidivism of former Guantanamo detainees, suggesting that only a “handful” of former detainees have returned to the fight and claiming that only “low-level” terrorists have been released from the detention facility. Both claims are demonstrably false.

In the interview, Knox asked Obama about Ibrahim al Qosi, a Guantanamo detainee transferred by the Obama administration to Sudan in July 2012, who recently resurfaced as a leader of al Qaeda in the Arabian Peninsula, often described as the most dangerous al Qaeda branch. Al Qosi appeared in a propaganda video disseminated by the group last week. Knox asked Obama whether having someone return to the fight “in a big way,” like Qosi, has caused the administration to revisit its vetting procedures.

“I am absolutely persuaded, as are my top intelligence and military advisers, that Guantanamo is used as a recruitment tool for organizations like ISIS,” Obama began. “And if we want to fight ’em, then we can’t give ’em these kinds of excuses.”

There is no reason that Obama would need to be “persuaded” of something that can be easily demonstrated. Either Guantanamo is a major recruitment tool or it’s not.

Administration officials have been making this claim for years and it’s not true.

Guantanamo rarely appears in jihadist propaganda, whether ISIS or al Qaeda, and reviews of recent propaganda materials from ISIS and al Qaeda – online videos and audio recordings, glossy magazines, etc. – found very few mentions of the facility.

“Keep in mind that between myself and the Bush administration hundreds of people have been released and the recidivism rate – we anticipate,” Obama said. “We assume that there are going to be – out of four, five, six-hundred people that get released – a handful of them are going to be embittered and still engaging in anti-US activities and trying to link up potentially with their old organizations.”

A handful? Obama is woefully ill-informed or he’s being dishonest. According to the most recent report on Guantanamo recidivism, prepared in September 2015 by James Clapper’s office, Obama’s own Director of National Intelligence, 196 former detainees are either confirmed (117) or suspected (79) of returning to the fight. That’s a recidivism rate of more than 30 percent. Intelligence officials tell THE WEEKLY STANDARD that those numbers are almost certainly low, as they do not include jihadists the United States and its allies are no longer tracking.

(Obama’s formulation there is odd, too, using “embittered” as if the reason the jihadists would once again take up arms against the United States is their time in detention.)

Obama continued, describing the process officials use to determine whether a detainee can be released or transferred. “The judgment that we’re continually making is: Are there individuals who are significantly more dangerous than the people who are already out there who are fighting? What do they add? Do they have special skills? Do they have special knowledge that ends up making significant threat to the United States?”

It’s an odd set of criteria for evaluating threats unless your main objective is emptying the detention facility. These are standards set up to allow the administration to claim that the knowledge base and skill sets of Guantanamo detainees are outdated. But former Guantanamo detainees return to the fight with elevated status and often assume leadership roles in the groups determined to attack the U.S. and its interests. Just like Ibrahim al Qosi.

Obama went on to suggest that those released don’t present much of a threat anyway. “And so the bottom line is that the strategic gains we make by closing Guantanamo will outweigh, you know, those low-level individuals who, you know, have been released so far.”

Again, Obama’s claim is false. Many of the 653 detainees transferred or released from Guantanamo as of September 2015 were much more significant than “low-level individuals.” It’s a group that includes al Qaeda operatives who worked directly for Osama bin Laden, senior leaders of the Afghan Taliban, and veteran jihadists with decades of experience fighting.

According to assessments provided by Joint Task Force Guantanamo, the original population of Guantanamo was 43 percent “high risk,” and 36 percent “medium risk.” Only 20 percent of those ever detained at Guantanamo were deemed “low risk.” The Bush administration transferred many of the detainees found to present minimal risks to the U.S. and by the time Obama took office, 98.7 percent of those remaining were considered medium risk (23.8 percent) or high risk (74.9 percent).

Consider the Taliban Five, released in exchange for Bowe Bergdahl. Although Obama administration officials initially downplayed the significance of these detainees, intelligence and military officials made it clear that they were high-risk transfers. Michael Leiter, the former head of the National Counterterrorism Center under Obama, said it was “very, very likely” that the five Taliban leaders would return to the fight. Rob Williams, the national intelligence officer for South Asia, who briefed Congress shortly after the transfer, testified that there was a high likelihood that at least four of the five freed detainees, and possibly all of them, would rejoin the fight.

And what about Ibrahim al Qosi? He’s the Guantanamo recidivist that triggered Knox’s question to the president. Was he a “low-level” fighter, as Obama suggested?

He is not. Qosi is now a senior leader in al Qaeda in the Arabian Peninsula, as well as the group’s public spokesman. AQAP has repeatedly attempted to attack the U.S., while taking over large parts of Yemen. The dossier compiled by U.S. officials for Qosi demonstrates that he served bin Laden in multiple roles because he was so trusted.

A threat assessment of al Qosi prepared by the intelligence officials on the Joint Task Force Guantanamo (JTF-GTMO) reported that he would present a “high risk” of taking up arms against the United States or its allies if he were freed from the detention facility. “Detainee is an admitted veteran jihadist with combat experience beginning in 1990 and it is assessed he would engage in hostilities against US forces, if released.”

Virtually everything Obama said in his Yahoo interview about Guantanamo is false. Guantanamo is not a leading recruitment tool for jihadists. From the earliest days of the facility, many of those detained there were deemed more than the “low-level” fighters the president would have us believe. And far more than a “handful” of released detainees – nearly 200 suspected or confirmed – have returned to the fight.

We are left with this uncomfortable but incontrovertible fact: Barack Obama is releasing jihadists known to present a serious threat to the United States and he’s misleading the country about it.

Napolitano Promises To Release More Illegals – Daily Caller

Homeland Security Secretary Janet Napolitano promised to release more illegal immigrants into the United States, saying the budget sequester has left her no choice.

Several hundred detainees have already released because of the sequester, she insisted. They were released on bail, or because their legal status had changed, she said.

“We’re going to continue to do that… for the foreseeable future,” Napolitano said at a March 4 breakfast meeting hosted by Politico. “We are going to manage our way through this by identifying the lowest risk detainees, and putting them into some kind of alternative to release.”

However, Napolitano’s statement clashed with a March 1 report by The Associated Press, which said that internal agency documents show that her managers had already released 2,000 detainees, and planned to release 3,000 more detainees.

Napolitano’s threat reflects the White House’s determination to ramp up public distress until the GOP ages to another tax increase.

Under the sequester, budgets at the Pentagon and the numerous civilian agencies are being cut by roughly 8 percent from March to September. The cuts will trim roughly 1 percent from federal spending in 2013.

President Barack Obama suggested the sequester plan in 2011, and is now refusing any changes until the GOP agrees to tax increases.

There are roughly 11 million illegal immigrants in the country, of whom roughly 7 million are working, mostly in low-skill jobs. However, roughly 20 million Americans are without jobs, including several million Americans with few job skills.

In the run-up to the 2012 election, Obama offered work permits to more than 750,000 illegals, and rolled back enforcement of immigration law.

Napolitano’s threat to release more illegals was not criticized by Tom Ridge, a former secretary of Homeland Security under George W. Bush, who was also interviewed at the Politico breakfast.

Instead, Ridge complained that the controversy over the illegals’ release threatened passage of the draft immigration rewrite.

Progress towards a legislative success “gets sidelined – well, did you release 2,000? Didn’t you release 2,000? What about this, what about that?” Ridge complained.

The pending rewrite would offer immediate work permits to roughly 11 million illegal immigrants, a path for their relatives to join them in the United States, plus a ramped-up flow of foreign workers into the United States, despite the high unemployment rate.

“The job of the secretary of Homeland Security… with regard to securing the border would be a heck of a lot easier if the U.S. Congress would forget about the partisanship and come up with a broad-based, comprehensive immigration plan,” Ridge complained.

“Story ends right there,” said Ridge, who is now a consultant to various business groups, and a board member of the American Action Forum.

The forum is a business-linked advocacy group that is promoting the pending immigration rewrite. It is chaired by Fred Malek, a GOP donor and activist, who owns the Thayer Lodging Group. The group owns several hotels, some in partnership with a Chinese hotel firm.

Ridge’s complaint was backed by Napolitano. “Ditto, absolutely,” she said.

Napolitano’s promise to release more prisoners was indirectly criticized by Michael Cherthoff, who also served as secretary of the Department of Homeland Security.

To win passage of an immigration revamp, the public needs to be reassured that immigration enforcement will continue after the law is passed, said Cherthoff, who led President George W. Bush’s effort in 2006 to push through a controversial amnesty law. The effort was backed by business Republicans and progressives, but was derailed by a wave of public protests.

“Making people confident there will be continued enforcement and security, and it won’t go away once you have some kind of amnesty” is vital, he said.

He also warned Napolitano that legislators need to rush the draft rewrite through Congress before the opposition can mobilize.

In 2006, “the time between agreement and getting it to the floor really allowed a lot of erosion from both the right and let… [so] you’ve got to move it it quickly,” said Chertoff, who is now employed by Covington & Burling, a large legal and lobbying firm.
