Hmmm… so, let me see if I understand this correctly. The Republican party elite in Washington, DC couldn’t manage to cobble together a patient-centered, free-market-based, solution to the nightmare we call Obamacare in SEVEN FUCKING YEARS!

Mary Mayhew, commissioner of Maine’s Department of Health and Human Services, knows her politics aren’t always popular.

“I can’t stress enough what an attack campaign it has been from the media for four and a half years,” Mayhew said Thursday at an anti-poverty forum in Washington, D.C., hosted by The Heritage Foundation.

Then there are the more personalized critiques: “There is a poet, or he calls himself a poet, and he sends me poems all the time,” she added. “They are not nice poems.”

Mayhew claims that detractors – who mostly take issue with welfare reforms enacted by Gov. Paul LePage, a Republican, since his election in 2011 – have gone so far as to call her “Commissioner Evil,” and her and LePage’s policies a “War on the Poor.”

The irony, according to Mayhew, lies in the fact that her and LePage’s efforts actually aim to empower Maine’s poorest citizens. She says a third of the state is on welfare.

“The welfare hurricane doesn’t just destroy one family; it destroys generations of them,” Tarren Bragdon, president and CEO of the Foundation for Government Accountability, said at the event Thursday. “This work is about giving children a better chance for a future.”

To illustrate that point, Mayhew told a story of one of her first days on the job as DHHS commissioner, spent touring a substance abuse treatment facility for adolescents:

I was taken aback by one of the youth who came up to me – it was actually several youth, who were just completely focused on whether I could help them get disability. These were 15-year-old, 16-year-old young men clearly battling addiction, but they had decided that the answer for them was to pursue disability. And, frankly, as we all look at that pathway, that truly is committing individuals to a lifetime of poverty.

Since LePage assumed the governorship, Maine has reduced enrollment in the state’s food stamp program by over 58,000; currently, according to Mayhew, there are 197,000 people on food stamps, down from a high of 255,663 in February 2012.

Mayhew says the decline is due to eliminating the waiver of the work requirement previously attached to food stamps, as also witnessed in Kansas. Under the new legislation, recipients would need to work 20 hours per week, volunteer for about an hour a day, or attend a class to receive food stamps past three months.

LePage and Mayhew have also rolled back Medicaid eligibility through a series of battles Mayhew called “fierce.”

With a population of roughly 1.3 million, Maine had 357,000 individuals receiving Medicaid benefits when LePage took office. Today, 287,000 people are on Medicaid, according to Mayhew.

“What we have done truly has taken the arguments to the public to underscore what has been lost as that program grew out of control, never mind that the resources that had to be devoted to Medicaid were being taken away from education, infrastructure, and reduced tax burden on the state of Maine,” Mayhew said.

In August, Maine DHHS announced they planned to redirect $3.24 million in welfare savings to fund home care services for elderly citizens as well as the Meals on Wheels program.

Lastly, Mayhew touched upon Maine’s efforts to retool the Temporary Assistance for Needy Families (TANF) and Electronic Benefit Transfer (EBT) card programs, stating that Maine had over 15,000 open TANF cases when LePage took office. That number is down to less than 5,000.

LePage’s and Mayhew’s policies, as Mayhew herself highlighted, have not been without controversy.

Earlier this week, amid an ongoing dispute over EBT cards being used to wire money abroad, critics accused the LePage administration of using last Friday’s terror attacks in Paris to justify reforms.

“This proposal is really an example of fear-mongering at its worst,” Robyn Merrill, executive director of Maine Equal Justice Partners, told MPBN News.

But Mayhew does not plan to back down – especially if it means reducing her own influence long-term, and shifting that responsibility to local non-profits.

“I can’t underscore enough that part of the issue is government is too big, my agency is too large, and people are trying to preserve their jobs,” she said.

“We have got to reduce the size and scope of these agencies if we are going to have communities really take on the responsibility of supporting these families and these individuals on those pathways [to independence].”

The current state of the Department of Veterans Affairs (VA) is absolutely unacceptable. Over 300,000 veterans died waiting for care. Corruption and incompetence were excused. Politicians in Washington have done too little too slowly to fix it. This situation can never happen again, and when Donald J. Trump is president, it will be fixed – fast.

The guiding principle of the Trump plan is ensuring veterans have convenient access to the best quality care. To further this principle, the Trump plan will decrease wait times, improve healthcare outcomes, and facilitate a seamless transition from service into civilian life.

The Trump Plan Will:

1. Ensure our veterans get the care they need wherever and whenever they need it. No more long drives. No more waiting for backlogs. No more excessive red tape. Just the care and support they earned with their service to our country.

2. Support the whole veteran, not just their physical health care, but also by addressing their invisible wounds, investing in our service members’ post-active duty success, transforming the VA to meet the needs of 21st century service members, and better meeting the needs of our female veterans.

3. Make the VA great again by firing the corrupt and incompetent VA executives who let our veterans down, by modernizing the VA, and by empowering the doctors and nurses to ensure our veterans receive the best care available in a timely manner.

The Trump Plan Gives Veterans The Freedom To Choose And Forces The VA To Compete For Their Dollars

Politicians in Washington have tried to fix the VA by holding hearings and blindly throwing money at the problem. None of it has worked. In fact, wait times were 50% higher this summer than they were a year ago. That’s because the VA lacks the right leadership and management. It’s time we stop trusting Washington politicians to fix the problems and empower our veterans to vote with their feet.

Under a Trump Administration, all veterans eligible for VA health care can bring their veteran’s ID card to any doctor or care facility that accepts Medicare to get the care they need immediately. Our veterans have earned the freedom to choose better or more convenient care from the doctor and facility of their choice. The power to choose will stop the wait time backlogs and force the VA to improve and compete if the department wants to keep receiving veterans’ healthcare dollars. The VA will become more responsive to veterans, develop more efficient systems, and improve the quality of care because it will have no other choice.

The Trump Plan Treats The Whole Veteran

We must care for the whole veteran, not just their physical health. We must recognize that today’s veterans have very different needs than those of the Greatest Generation.

The Trump Plan Will:

1. Increase funding for post-traumatic stress disorder (PTSD), traumatic brain injury and suicide prevention services to address our veterans’ invisible wounds. Service members are five times more likely to develop depression than civilians. They are almost fifteen times more likely to develop PTSD than civilians. This funding will help provide more and better counseling and care. More funding will also support research on best practices and state of the art treatments to keep our veterans alive, healthy and whole. With these steps, the Trump plan will help the veteran community put the unnecessary stigma surrounding mental health behind them and instead encourage acceptance and treatment in our greater society.

2. Increase funding for job training and placement services (including incentives for companies hiring veterans), educational support and business loans. All Americans agree that we must do everything we can to help put our service men and women on a path to success as they leave active duty by collaborating with the many successful non-profit organizations that are already helping. Service members have learned valuable skills in the military but many need help understanding how to apply those skills in civilian life. Others know how to apply those skills but need help connecting with good jobs to support their families. Still others have an entrepreneurial spirit and are ready to start creating jobs and growing the economy. The Trump plan will strengthen existing programs or replace them with more effective ones to address these needs and to get our veterans working.

3. Transform the VA to meet the needs of 21st century service members. Today’s veterans have very different needs than those of the generations that came before them. The VA must adapt to meet the needs of this generation of younger, more diverse veterans. The Trump plan will expand VA services for female veterans and ensure the VA is providing the right support for this new generation of veterans.

4. Better support our women veterans. The fact that many VA hospitals don’t permanently staff OBGYN doctors shows an utter lack of respect for the growing number female veterans. Under the Trump plan, every VA hospital in the country will be fully equipped with OBGYN and other women’s health services. In addition, women veterans can always choose a different OBGYN in their community using their veteran’s ID card.

The Trump Plan Will Make The VA Great Again

The VA health care program is a disaster. Some candidates want to get rid of it, but our veterans need the VA to be there for them and their families. That’s why the Trump plan will:

1. Fire the corrupt and incompetent VA executives that let our veterans down. Under a Trump Administration, there will be no job security for VA executives that enabled or overlooked corruption and incompetence. They’re fired. New leadership will focus the VA staff on delivering timely, top quality care and other services to our nation’s veterans. Under a Trump Administration, exposing and addressing the VA’s inefficiencies and shortcomings will be rewarded, not punished.

2. End waste, fraud and abuse at the VA. The Trump plan will ensure the VA is spending its dollars wisely to provide the greatest impact for veterans and hold administrators accountable for irresponsible spending and abuse. The days of $6.3 million for statues and fountains at VA facilities and $300,000 for a manager to move 140 miles are over. The Trump plan will clean up the VA’s finances so the current VA budget provides more and better care than it does now.

3. Modernize the VA. A VA with 20th century technology cannot serve 21st century service members and their needs. The VA has been promising to modernize for years without real results. The Trump plan will make it happen by accelerating and expanding investments in state of the art technology to deliver best-in-class care quickly and effectively. All veterans should be able to conveniently schedule appointments, communicate with their doctors, and view accurate wait times with the push of a button.

4. Empower the caregivers to ensure our veterans receive quality care quickly. Caregivers should be able to easily streamline treatment plans across departments and utilize telehealth tools to better serve their patients. As we have seen from the private sector, the potential for new, innovative technology is endless. Abandoning the wasteful and archaic mindset of the public sector will give way to tremendously effective veteran healthcare.

5. Hire more veterans to care for veterans. The more veterans we have working at the VA, the better the VA will be. They understand the unique challenges facing their community. To increase the number of veterans hired by the VA, this plan will add an additional 5 points to the qualifying scores of veterans applying for VA jobs.

6. Embed satellite VA clinics in rural and other underserved areas. The Trump Administration will embed satellite VA clinics within hospitals and other care facilities in rural and other underserved areas. This step will ensure veterans have easy access to care and local hospitals and care facilities can handle the influx of patients without backlogs while tapping the specialized knowledge of VA health specialists.

Here is the main point: The rioting at the American embassy in Cairo was not about the anti-Muslim video. As argued here repeatedly (see here and here), the Obama administration’s “Blame the Video” story was a fraudulent explanation for the September 11, 2012, rioting in Cairo every bit as much as it was a fraudulent explanation for the massacre in Benghazi several hours later.

We’ll come back to that because, once you grasp this well-hidden fact, the Obama administration’s derelictions of duty in connection with Benghazi become much easier to see. But let’s begin with Jay Carney’s performance in Wednesday’s exchange with the White House press corps, a new low in insulting the intelligence of the American people.

Mr. Carney was grilled about just-released e-mails that corroborate what many of us have been arguing all along: “Blame the Video” was an Obama-administration-crafted lie, through and through. It was intended, in the stretch run of the 2012 campaign, to obscure the facts that (a) the president’s foreign policy of empowering Islamic supremacists contributed directly and materially to the Benghazi massacre; (b) the president’s reckless stationing of American government personnel in Benghazi and his shocking failure to provide sufficient protection for them were driven by a political-campaign imperative to portray the Obama Libya policy as a success – and, again, they invited the jihadist violence that killed our ambassador and three other Americans; and (c) far from being “decimated,” as the president repeatedly claimed during the campaign (and continued to claim even after the September 11 violence in Egypt and Libya), al-Qaeda and its allied jihadists remained a driving force of anti-American violence in Muslim countries – indeed, they had been strengthened by the president’s pro-Islamist policies.

The explosive e-mails that have surfaced thanks to the perseverance of Judicial Watch make explicit what has long been obvious: Susan Rice, the president’s confidant and ambassador to the U.N., was strategically chosen to peddle the administration’s “Blame the Video” fairy tale to the American people in appearances on five different national television broadcasts the Sunday after the massacre. She was coached about what to say by other members of the president’s inner circle.

One of the e-mails refers expressly to a “prep call” that Ambassador Rice had with several administration officials on late Saturday afternoon right before her Sunday-show appearances. The tangled web of deception spun by the administration has previously included an effort to distance the White House (i.e., the president) from Rice’s mendacious TV performances. Thus, Carney was in the unenviable position Wednesday of trying to explain the “prep call” e-mail, as well as other messages that illuminate the Obama White House’s deep involvement in coaching Rice. The e-mails manifest that Rice’s performances were campaign appearances, not the good-faith effort of a public official to inform the American people about an act of war against our country. Her instructions were “To underscore that these protests are rooted in an Internet video, and not a broader failure of policy”; and “To reinforce the President and Administration’s strength and steadiness in dealing with difficult challenges” (emphasis added).

Carney risibly claimed that the “prep call” was “not about Benghazi.” Instead, according to him, it was “about the protests around the Muslim world.”

Two points must be made about this.

The first involves the administration’s blatant lying. Benghazi was the only reason Rice was going on the Sunday shows. If the massacre had not happened, there would not have been an extraordinary administration offering of one top Obama official to five different national television networks to address a calamity that had happened a few days before.

Moreover, as is well known to anyone who has ever been involved in government presentations to the media, to Congress, to courts, and to other fact-finding bodies, the official who will be doing the presentation is put through a “murder board” preparation process. This is a freewheeling session in which the questions likely to be asked at the presentation are posed, and potential answers – especially to tough questions – are proposed, discussed, and massaged. The suggestion that Rice, less than 24 hours before being grilled by high-profile media figures, was being prepped on something totally separate and apart from the incident that was the sole reason for her appearance is so farfetched it is amazing that Carney thought he could make it fly.

The second point brings us full circle to Egypt.

Why would Carney claim, with a straight face, that Rice was being prepped “about protests around the Muslim world”? Because, other than Benghazi, the “protest around the Muslim world” that Americans know about is the rioting (not “protest,” rioting) at the U.S. embassy in Cairo a few hours before the Benghazi siege. When Benghazi comes up, the administration – President Obama, Hillary Clinton, Susan Rice, Jay Carney, et al. – loves to talk about the Cairo “protests.” Why? Because the media, and thus the public, have bought hook, line, and sinker the fraudulent claim that those “protests” were over the anti-Muslim video. Obama & Co. shrewdly calculate that if you buy “Blame the Video” as the explanation for Cairo, it becomes much more plausible that you will accept “Blame the Video” as the explanation for Benghazi – or, at the very least, you will give Obama officials the benefit of the doubt that they could truly have believed the video triggered Benghazi, despite a mountain of evidence to the contrary.

You see, the Benghazi fraud hinges on the success of the Cairo fraud. If you are hoodwinked by the latter, they have a much better chance of getting away with the former.

But “Blame the Video” is every bit as much a deception when it comes to Cairo.

Thanks to President Obama’s policy of supporting the Muslim Brotherhood and other Islamic supremacists in Egypt, post-Mubarak Cairo became a very hospitable place for jihadists. That included al-Qaeda leaders, such as Mohammed Zawahiri, brother of al-Qaeda emir Ayman Zawahiri; and leaders of Gama’at al-Islamia (the Islamic Group), the terrorist organization led by the Blind Sheikh – Omar Abdel Rahman, the terrorist I convicted in 1995 for running the jihadist cell that bombed the World Trade Center and plotted to bomb other New York City landmarks.

In the weeks before September 11, 2012, these jihadists plotted to attack the U.S. embassy in Cairo. In fact, the Blind Sheikh’s son threatened a 1979 Iran-style raid on the embassy: Americans would be taken hostage to ransom for the Blind Sheikh’s release from American prison (he is serving a life sentence). Other jihadists threatened to burn the embassy to the ground – a threat that was reported in the Egyptian press the day before the September 11 “protests.”

The State Department knew there was going to be trouble at the embassy on September 11, the eleventh anniversary of al-Qaeda’s mass-murder of nearly 3,000 Americans. It was well known that things could get very ugly. When they did, it would become very obvious to Americans that President Obama had not “decimated” al-Qaeda as he was claiming on the campaign trail. Even worse, it would be painfully evident that his pro–Muslim Brotherhood policies had actually enhanced al-Qaeda’s capacity to attack the United States in Egypt.

The State Department also knew about the obscure anti-Muslim video. Few Egyptians, if any, had seen or heard about it, but it had been denounced by the Grand Mufti in Cairo on September 9. Still, the stir it caused was minor, at best. As Tom Joscelyn has elaborated, the Cairo rioting was driven by the jihadists who were agitating for the Blind Sheikh’s release and who had been threatening for weeks to raid and torch our embassy. And indeed, they did storm it, replace the American flag with the jihadist black flag, and set fires around the embassy complex.

Nevertheless, before the rioting began but when they knew there was going to be trouble, State Department officials at the embassy began tweeting out condemnations of the video while ignoring the real sources of the threat: the resurgence of jihadists in Muslim Brotherhood–governed Egypt, the continuing demand for the Blind Sheikh’s release (which underscored the jihadists’ influence), and the very real danger that jihadists would attack the embassy (which demonstrated that al-Qaeda was anything but “decimated”).

The transparent purpose of the State Department’s shrieking over the video was to create the illusion that any security problems at the embassy (violent rioting minimized as mere “protests”) were attributable to the anti-Muslim video, not to President Obama’s policies and patent failure to quell al-Qaeda.

Because there was a kernel of truth to the video story, and because the American media have abdicated their responsibility to report the predominant causes of anti-Americanism in Egypt, journalists and the public have uncritically accepted the notion – a false notion – that the video caused the Cairo rioting. That acceptance is key to the administration’s “Blame the Video” farce in connection with the lethal attack in Benghazi.

At about 10 p.m. Washington time on the night of September 11 – after they knew our ambassador to Libya had been murdered and while the siege of Benghazi still raged – Secretary of State Clinton and President Obama spoke on the telephone. Shortly afterwards, the State Department issued a statement from Secretary Clinton blaming the video for the atrocity in Benghazi. That was the beginning of the fraud’s Benghazi phase – the phase Susan Rice was prepped to peddle on nationwide television. But it wasn’t the beginning of the fraud.

Secretary Clinton’s minions at the State Department had started spinning the video fraud hours earlier, in Egypt. The sooner Americans grasp that, the sooner they will comprehend the breathtaking depth of the president’s Benghazi cover-up.

The attorney for Lois Lerner will not testify next week in front of the House Committee on Oversight and Government Reform without immunity or a court order.

FOX News reported:

The attorney for Lois Lerner, a central figure in the IRS scandal, said Wednesday his client will not comply with a request to return to Capitol Hill next week to testify.

Attorney William Taylor said Lerner, who resigned last year as the agency’s tax-exempt organizations chief, will return only if compelled by a federal court or if given immunity for her testimony.

Taylor stated his position in a letter to Rep. Darrell Issa, R-Calif., chairman of the House Committee on Oversight and Government Reform. He was responding to a letter Tuesday from Issa saying, in part, that Lerner’s testimony remains “critical to the committee’s investigation.”

The committee continues to investigate the IRS’ targeting of Tea Party groups and other conservative organizations trying to get tax-exempt status.

Issa and Lerner’s attorneys continue to argue about whether she is protected under the Fifth Amendment from having to testify.

Last year, Lerner invoked the Fifth Amendment right during her first-and-only appearance before the committee, but only after she professed her innocence during an opening statement.

“We understand that the committee voted she had waived her rights,” Taylor wrote Issa. “We continue to respectfully disagree.”

A comprehensive tax-reform plan House Republicans will unveil this morning takes dead aim at what Republicans perceive to be the IRS’s persistent abuse of its authority. According to Republican aides familiar with the plan, it will curb the power of the nation’s tax-collecting agency, something Republicans have attempted to do since the agency admitted to improperly singling out conservative non-profit groups last May.

The legislation, authored by Ways and Means Committee chairman Dave Camp (R., Mich.), introduces reforms that directly address the circumstances that led to last year’s scandal. The specter of Lois Lerner looms large in the minds of many Republicans, and the plan mandates the termination of any IRS employee found to have taken official action for political purposes. The 1988 bill that restructured and reformed the IRS spells out ten actions for which the IRS commissioner must terminate an agency employee after an “administrative or judicial determination” that the employee has committed the prohibited action – among them, providing a false statement under oath on a matter involving a taxpayer and violating the rights of a taxpayer. Today’s bill would add the commission of politically motivated acts to the list.

The plan would also require the IRS to modify its interpretation of a critical provision of the Internal Revenue Code that has been used to protect the privacy of those accused of leaking confidential taxpayer records and to deny information to the victims of IRS abuse.

Under the proposed reforms, the provision, Internal Revenue Code section 6103, would require the government to disclose to victims both the status of an investigation as well as its result, including the identity of the perpetrator.

As currently interpreted, section 6103 prohibits congressional committees or inspectors general from identifying a government employee who has leaked confidential taxpayer information. It even prohibits inspectors general from confirming or denying whether they have conducted an investigation. Disclosing tax returns to the public is a felony, but the results of investigations conducted by congressional committees or inspectors general are considered the confidential tax information of the perpetrator and so, in an ironic twist, perpetrators are currently protected by the very law they violated.

As Republicans, including Camp, have investigated the IRS targeting scandal, they have run head first into the restrictive nature of the 6103 provisions. “The law, intended to protect taxpayers, is being used as a shield for those who perpetrate this wrongdoing,” Camp told National Review Online in October.

The National Organization for Marriage, a conservative organization that had its donor list leaked by the IRS, has filed suit against the agency after it was unable to get answers from the government. Camp’s Ways and Means Committee, which investigated the leak, was prohibited from releasing the findings of its investigation, which concluded in October. In court, according to NOM’s attorneys, the IRS has admitted to disclosing the document but maintains that the disclosure was “inadvertent.” The case is in discovery phase and a trial is expected in April or May.

Camp and his Republican colleagues are also tackling the IRS’s proposed regulations for social-welfare groups, which have rankled groups on both the left and the right. The plan proposes to delay the rules, which would curb the political activity of 501(c)(4) groups, for one year. Camp has proposed a bill in the House that does just that, and Senate Republicans have done the same, but the bills have yet to come up for a vote.

501(c)(4) groups must promote social welfare and, by law, can’t “primarily” engage in political activity. The rules proposed by the agency in November, which have garnered over 70,000 (mostly critical) public comments, would classify such activities as voter-registration drives and the production of voter guides as political activity that does not count toward an organization’s primary purpose, essentially limiting the amount of political activity groups can engage in. Camp has charged that the rules were “reverse engineered” by the IRS in an attempt to codify the targeting of tea-party groups that it was previously performing behind the scenes.

The proposed rules have ignited a firestorm on the right, and, on the left, groups including the American Civil Liberties Union and the Service Employees International Union have spoken out against them. even as Democratic senators urge the agency to codify them in advance of the midterm elections.

The forthcoming legislation would also introduce an additional layer of oversight onto the IRS, directing the Government Accountability Office to review each of the agency’s operating divisions in order to determine that they are properly screening cases. The GAO would conduct follow-up reviews every four years.

HOUSTON, TX – U.S. Senator Ted Cruz (R-TX) today called for fundamental tax reform in order to abolish the IRS and put an end to its abuse of everyday American citizens. He urged Texans who believe they may have been targeted by the IRS to email irstarget@cruz.senate.gov.

“IRS targeting of American citizens is a threat and challenge, but also an inspiration,” said Cruz. “It is an inspiration that these leaders are standing up. It is a threat that the federal government is targeting, not big corporations or lobbyists, but normal American citizens that are standing up for liberty. It is a challenge that we all face to limit the power of Washington.”

Sen. Cruz called for the abolition of the IRS saying, “After these revelations of political targeting by the IRS, we need to padlock and shut down the building, abolish the IRS, and move to a flat tax or the FAIR Tax.”
