Brussels Bomber Was Deported From Turkey For Terror Offences Last June But Belgian Authorities Let Him Go, Turkish President Sensationally Claims – The Sun

Turkish President Recep Tayyip Erdogan has sensationally claimed that one of the Brussels bombers was arrested for terror offences and deported back to Belgium last June.

Erdogan claimed that Turkish authorities informed Belgium that the arrested man – believed to Ibrahim El-Bakraoui – was “a foreign fighter” but investigators allowed him to walk free because they couldn’t establish terror links.

The news raises yet more questions about the embattled Belgian security forces’ ability to prevent acts of terror being plotted and carried out in jihadi hotbeds in the country.

Speaking this afternoon, Erdogan said that Belgian authorities released the suspect despite Turkish warnings that he was “a foreign fighter” who had been captured on the border with Syria.

Erdogan did not identify the individual but NTV television named him as Ibrahim El Bakraoui, one of the two men who blew themselves up at Brussels airport.

He added that Belgian authorities had failed to confirm the suspect’s links to terrorism “despite our warnings” following his deportation.

Erdogan went on to say Belgian consular authorities were formally notified of his deportation on July 14, 2015. He added that he was then released by the Belgian authorities.

“Despite our warnings that this person was a foreign terrorist fighter, the Belgian authorities could not identify a link to terrorism,” he said at a news conference alongside visiting Romanian President Klaus Iohannis.

Erdogan said that the Netherlands were also implicated in the issue as the man had initially been deported to the Netherlands at his own request and the Dutch authorities informed.

He did not specify how he had been transferred from the Netherlands to Belgium where 31 people died in bomb attacks on Tuesday.

“I believe that we can work this out (the fight against terror) if world leaders form an alliance against terror. For that, we need to redefine global terror and terrorists,” Erdogan added.

Turkey has previously complained that Western countries did not heed warnings of the dangers posed by jihadists it had expelled back to Europe after arresting them on the Syrian border.

European officials have also urged Turkey to improve intelligence sharing and praised an increase in cooperation in recent months.

31 people were killed and 270 injured after a series of blasts in Zaventem airport, and an hour later a Metro station in Maalbeek.

One of the airport suicide bombers was named as Ibrahim El-Bakraoui, while his brother Khalid El-Brakraoui has been confirmed as the Metro attacker.

Both brothers were well known to police before the attacks, with Khalid even being hunted by Interpol.

But despite the international manhunt for the pair due to their links with last November’s Paris attacks, the pair appear to have been freely moving around Brussels.

There are also serious concerns over the ease with which Belgium-based jihadis have been able to escape despite huge manhunts.

Paris attacker Salah Abdesalem vanished during one police raid last before being captured.

And there appears to have been no trace of Najim Laachraoui since his suitcase nail failed to explode at Brussels airport yesterday morning.

The Islamic State group has trained at least 400 fighters to target Europe in deadly waves of attacks, deploying interlocking terror cells like the ones that struck Brussels and Paris with orders to choose the time, place and method for maximum chaos, officials have told The Associated Press.

The network of agile and semiautonomous cells shows the reach of the extremist group in Europe even as it loses ground in Syria and Iraq.

The officials, including European and Iraqi intelligence officials and a French lawmaker who follows the jihadi networks, described camps in Syria, Iraq and possibly the former Soviet bloc where attackers are trained to target the West. Before being killed in a police raid, the ringleader of the Nov. 13 Paris attacks claimed he had entered Europe in a multinational group of 90 fighters, who scattered “more or less everywhere.”

But the biggest break yet in the Paris attacks investigation – the arrest on Friday of fugitive Salah Abdeslam – did not thwart the multipronged attack just four days later on the Belgian capital’s airport and subway system that left 31 people dead and an estimated 270 wounded. Three suicide bombers also died.

Just as in Paris, Belgian authorities were searching for at least one fugitive in Tuesday’s attacks – this time for a man wearing a white jacket who was seen on airport security footage with the two suicide attackers. The fear is that the man, whose identity Belgian officials say is not known, will follow Abdeslam’s path.

After fleeing Paris immediately after the November attacks, Abdeslam forged a new network back in his childhood neighborhood of Molenbeek, long known as a haven for jihadis, and renewed plotting, according to Belgian officials.

“Not only did he drop out of sight, but he did so to organize another attack, with accomplices everywhere. With suicide belts. Two attacks organized just like in Paris. And his arrest, since they knew he was going to talk, it was a response: ‘So what if he was arrested? We’ll show you that it doesn’t change a thing,'” said French Senator Nathalie Goulet, co-head of a commission tracking jihadi networks.

Estimates range from 400 to 600 Islamic State fighters trained specifically for external attacks, according to the officials, including Goulet. Some 5,000 Europeans have gone to Syria.

“The reality is that if we knew exactly how many there were, it wouldn’t be happening,” she said.

More than four sources with access to tallies of fighters tasked with Europe attacks independently corroborated the numbers of fighters who trained for specific attacks in Europe, including some who have spoken to fighters directly. Others have cross checked information regarding fighters leaving or returning.

Two of the suicide bombers in Tuesday’s attacks, Belgian-born brothers Ibrahim and Khalid El Bakraoui, were known to authorities as common criminals, not anti-Western radicals until an apartment one of them rented was traced to Abdeslam last week, according to Belgian state broadcaster RTBF. Similarly, an Algerian killed inside that apartment on March 15 had nothing but a petty theft record in Sweden – but he’d signed up as an Islamic State suicide bomber for the group in 2014 and returned to Europe as part of the Nov. 13 plot.

In claiming responsibility for Tuesday’s attack, the Islamic State group described a “secret cell of soldiers” dispatched to Brussels for the purpose. The shadowy cells were confirmed by the EU police agency, Europol, which said in a late January report that intelligence officials believed the group had “developed an external action command trained for special forces-style attacks.”

French speakers with links to North Africa, France and Belgium appear to be leading the units and are responsible for developing attack strategies in Europe, said a European security official who spoke on condition of anonymity because he was not authorized to discuss briefing material. He is also familiar with interrogations of former fighters who have returned to Europe. Some were jailed after leaving IS while others were kicked out of the terror group, and they include Muslims and Muslim converts from all across Europe.

Fighters in the units are trained in battleground strategies, explosives, surveillance techniques and counter surveillance, the security official said.

“The difference is that in 2014, some of these IS fighters were only being given a couple weeks of training,” he said. “Now the strategy has changed. Special units have been set up. The training is longer. And the objective appears to no longer be killing as many people as possible but rather to have as many terror operations as possible, so the enemy is forced to spend more money or more in manpower.”

Similar methods had been developed by al-Qaida but IS has taken it to a new level, he said. Another difference is that fighters are being trained to be their own operators – not necessarily to be beholden to orders from the IS stronghold in Raqqa, Syria, or elsewhere.

Several security officials have said there is growing evidence to suggest the bulk of the training is taking place in Syria, Libya and elsewhere in North Africa.

In the case of Tuesday’s attacks, Abdeslam’s arrest may have been a trigger for a plot that was already far along.

“To pull off an attack of this sophistication, you need training, planning, materials and a landscape,” said Shiraz Maher, a senior research fellow at the International Centre for the Study of Radicalisation at Kings College in London, which has one of the largest databases of fighters and their networks.

“Even if they worked flat out, the attackers in Brussels would have needed at least four days,” said Maher, who has conducted extensive interviews with foreign fighters.

The question for many intelligence and security officials is now turning to just how many more fighters have been trained and are ready for more attacks.

A senior Iraqi intelligence official who was not authorized to speak publicly said people from the cell that carried out the Paris attacks are scattered across Germany, Britain, Italy, Denmark and Sweden. Recently, a new group crossed in from Turkey, the official said.

On Wednesday, Turkish authorities said one of the Brussels suicide attackers, Ibrahim El Bakraoui, was caught last June near the Syrian border and deported to the Netherlands, with Ankara warning Dutch and Belgian officials that he was a “foreign terrorist fighter.” But he was released from Dutch custody due to lack of evidence of involvement in extremism.

Belgian Justice Minister Koen Geens said Wednesday that authorities had no reason to detain El Bakraoui because he was “not known for terrorist acts but as a common law criminal who was on conditional release.”

The latest new name to surface this week, Najim Laachraoui, turned out to be the bombmaker who made the suicide vests used in the Paris attacks, according to French and Belgian officials. Attackers used an explosive known as Triacetone Triperoxide, or TATP, made from common household chemicals. DNA evidence indicates he died on Tuesday in the suicide attack on the airport, two officials briefed on the investigation told AP.

Fifteen kilos of TATP were found in an apartment linked to the Brussels attackers, along with other explosive material.

The unidentified man seen on security footage wearing a white jacket and black hat at the Brussels airport on Tuesday remains at large, a fugitive link in a chain still being forged.

Brussels Bombers Did Plan To Attack Nuclear Power Station As Police Uncover 12 Hours Of Footage Jihadists Filmed Outside A Plant Director’s Home – Daily Mail

The Brussels terrorists were preparing an attack on a nuclear power plant and had recorded 12 hours of reconnaissance footage, it has been reported.

The ISIS cell were spying on the Belgian’s nuclear power chief, possibly as part of a kidnap plan to force him to let them into an atomic facility, according to newspaper Derniere Heure.

Hours of film of the home of the Research and Development Director of the Belgian Nuclear Programme were discovered in an apartment in Brussels raided by anti-terrorist police following the attack in Paris.

The footage confounded investigators at first – as it showed the entrance to the director’s home in Flanders, an area outside the capital.

But detectives made the chilling deduction that the group was attempting to gain entry to an atomic facility after watching all 12 hours of footage, which included images of a local bus.

Armed troops were sent to defend French and Belgian nuclear facilities following the discovery and both countries nuclear programmes were put on the highest state of alert.

Reports of the plan first emerged as early as February and was at that time linked back to the cell responsible for the Paris attacks.

The footage was discovered ‘as part of seizures made following the Paris attacks,’ a Belgian prosecutor said, refusing to divulge the individual’s identity ‘for obvious security reasons’.

At the time, Belgium’s federal agency for nuclear control stressed the importance of not revealing the name of the person involved so as ‘not to endanger the enquiry or nuclear security’ or indeed the person involved and their family.

The images were captured by a camera hidden in nearby bushes and recovered by two suspects who left the area in a vehicle with the lights off, Derniere Heure reported.

However, reports in February did not publicly name Ibrahim and Khalid El Bakraoui – the brothers we now know are responsible for the Brussels bombings – as the creators of the footage.

The claims give further credence to the links now established, at least publicly, between the Paris and Brussels bombings.

The bombings in the Belgian capital on Tuesday which killed 31 people are now believed to have been carried out because the authorities were closing in on the fugitive members of the terror cell.

Belgian Terrorists Can Still Enter U.S. Without A Visa – Washington Free Beacon

Leading lawmakers identified Belgium as a hotspot for terrorism months ago and are warning that many of the radicalized individuals living there are still able to travel to the United States without first obtaining a visa and undergoing thorough security checks.

Rep. Ron DeSantis (R., Fla.), a member of the House Foreign Affairs Committee, told the Washington Free Beacon Tuesday afternoon that current flaws in the U.S. visa waiver program – which facilities travel to the United States from partner nations including Belgium – have created a loophole that could permit radicalized individuals to legally enter the United States with minimal background checks.

DeSantis is warning of these flaws on the heels of deadly mass terrorist attack in Brussels on Tuesday that has killed at least 30 and wounded hundreds more.

“The visa waiver reform, this is something we have been perusing and the [Obama] administration has brushed us off at every turn,” DeSantis said, explaining that current policy does not mandate more strenuous checks on individuals identified as coming from terrorist hotspots, such as the small Belgian town of Molenbeek, which has emerged as a principal training site for jihadists.

“It’s the case that if those folks are citizens of Belgium they qualify for the visa waiver program and can hop on a plane and get here,” he added. “Clearly, that is not adequate given what happened.”

The Obama administration “even takes the position it’s safer to allow someone to come in on a visa waiver than make them get one, it’s kind of crazy,” DeSantis said. You’re not going to be able to have intelligence on everyone there because there are so many potential recruits. It’s a clear vulnerability.”

What is worse, DeSantis said, is that the Obama administration has been lax about deporting individuals who overstay their visas, meaning that a radicalized person could disappear in America as they plan a potential attack.

“There’s no enforcement once they get here,” DeSantis said. “Hundreds of thousands of people come over and then overstay” their visas. “You are not going to be removed under current policy under this administration.”

DeSantis and other lawmakers first labeled Belgium as a hotspot for ISIS terrorists in the aftermath of the 2015 attacks in Paris. At least five of the Paris attackers were French nationals, two of whom had been living in Belgium. Another one of the terrorists was a Belgian national.

Citizens from both countries are still able to freely travel to the United States under the visa waiver program, which facilitates travel between the American and a host of foreign countries.

“At least six of the Paris attackers could have attempted to enter the country under this program,” DeSantis said in December, during a congressional hearing on the visa waiver program’s flaws.

Molenbeek in particular “is a hellhole that is filled with Belgian national Islamic radicals who qualify to travel to the U.S. without a visa under the visa waiver program,” DeSantis warned during the hearing.

DeSantis said on Tuesday that following the attack in Paris, he realized that the United States is vulnerable from threats in Europe, in addition to those from Syria and other terror strongholds.

“The problem was not just people coming from Syria,” he explained. “There was a major vulnerability from places in Europe and this Molenbeeck neighborhood was one of the most egregious that I had seen.”

The Department of Homeland Security acknowledged on Tuesday that Belgium is still a part of the visa waiver program, and that policy has not shifted in the wake of the attack.

“Though we do not require Belgian citizens to have a visa to travel here for business or tourism purposes, both the Transportation Security Administration and U.S. Customs and Border Protection have procedures in place to identify and prevent travel here from Belgium by individuals of suspicion,” Jeh Johnson, DHS secretary, said in in a statement on Tuesday.

“All travelers arriving in the United States are vetted against the U.S. Terrorist Screening Database, regardless of whether they arrive with a visa or an Electronic System for Travel Authorization,” Johnson said. “We continually evaluate whether more screening is necessary, particularly in light of today’s attacks.”

Asked about these screening methods, DeSantis cast doubt on the United States’ ability to thoroughly vet these individuals, explaining that gaps in U.S. intelligence cannot account for the large number of radicalized Europeans.

Columbia University Op-Ed Claims Belgians Are To Blame For Brussels Attack – Daily Caller

A student at Columbia University has authored an editorial saying Belgians deserve to be blamed for Tuesday’s Islamic terrorist attack in Brussels because their society is a front of “Islamophobia.”

“Columbia’s vigils and memorial services allow us to mourn victims and condemn terrorism,” writes student Brian Min in the Columbia Daily Spectator. “Moving forward, however, they should condemn not only terrorism, but also the specific Islamophobic attitudes and policies that facilitated the recent attacks.”

Min, a freshman planning to study French as well as women, gender, and sexuality studies, argues that the Brussels attack and other terrorist attacks, are “usually not arbitrary events without any justification – they often are responses to institutionalized hate and oppression.”

“Belgium remains the only other country in the world besides France to have a national ban of full-face veils,” Min says. “Employers too often get away with discriminating against Muslim employees. It comes as no surprise that the municipality Molenbeek – the site of one of the explosions – has an unemployment rate of more than 25 percent where the majority of Muslim youths are denied equal access to the labor and housing market.”

Despite his remarks, Min claims he is not condoning terrorism, because “hate should never be used to fight against hate.”

Min then argues in favor of repurposing vigils and other mourning events for political purposes, saying they should be used to denounce specific policies he disagrees with.

“[I]t is not enough for vigils and memorial services to broadly condemn Islamophobia and other forms of hatred that helped breed terrorist attacks,” he says. “They should also verbally denounce the specific forms of Islamophobia and hatred in relation to targeted nations and their policies of institutionalized discrimination, such as Belgium’s ban on full-face veils. In order to fight against Islamophobia and hate crimes that dramatically increase after major tragedies like the Brussels attacks, we must localize the specific Islamophobic policies and attitudes that helped to facilitate such attacks.”

Despite Min’s argument, there’s ample reason to believe Belgium is not a strong center of Islamophobia. For instance, in 2013 a Belgian man was sent to jail for hate speech for tearing up a Quran near some Muslims, and the country’s hate speech legislation has been interpreted as generally restricting any rhetoric that is overly hurtful towards Muslims.

Enough With The Teddy Bears And Tears: It’s Time To Take Our Civilization Back – Raheem Kassam

Teddy bears, tears, candles, cartoons, murals, mosaics, flowers, flags, projections, hashtags, balloons, wreaths, lights, vigils, scarves, and more. These are the best solutions the Western world seems to come up with every few months when we are slammed by another Islamist terrorist attack. We are our own sickness.

Since the world learned of the dozens dead, hundreds injured, and hundreds of thousands affected by Monday’s attack on the NATO and European Union capital, we have seen an outpouring of what is commonly known as “solidarity”.

This word – most commonly associated with hard-left politics, trades union activism, socialism, and poseur indie rock bands – has come to mean very little in reality. In effect, “standing in solidarity” with someone now means that you have observed the situation, changed your Facebook profile picture accordingly, and patted yourself on the back.

And if like dead bodies Facebook profile pictures lost heat, it would be accurate to say that the Tricolores that adorned the social media profiles of many had hardly become cold before we were all changing the colours of the bands on the flags. From blue to black. From white to yellow. The blood red remains.

Because nowadays, teddy bears are the new resolve. They symbolise everything we have become in response to our way of life being threatened, and our people being slaughtered on our streets: inanimate, squishy, and full of crap.

Our security services and our police, hamstrung by political correctness, are just as interested (or more?) in rounding up Twitter “hate speech” offenders than criminal, rapist, or terrorist migrants. Our borders are as porous as our brains. We refuse to realise that there are now literally millions of people amongst us who hate us. Who hate our way of life, and who will, one day, dominate our public life.

But of course, such statements are dismissed as fear-mongering, alarmist, or “out of touch with reality”. As if the data doesn’t exist, or the demographics aren’t shifting quickly enough to notice.

As if vast parts of our towns and cities haven’t become ghettos, or no-go zones, or hubs of child grooming activity, or terrorism.

As if mosques, schools, prisons, and universities aren’t used as recruiting grounds for radicals.

As if the blood of our countrymen hasn’t even been spilled at all.

Instead, we will now think deeply about how we can “reach out” to these populations. How we can “co-exist” and “be tolerant” of one another. As if toleration – which is actually the permittance of what is not actually approved or desired – is a healthy aspiration for a society.

It is as if we model our countries on the practice of bending over and “taking one for the team”, chastising those who fail to “tolerate” the most barbaric traditions of alien cultures. It is everything this cartoon – obviously branded “racist” – suggests.

“But come on, Raheem, not all immigrants, or Muslims, are criminals, or rapists… you’re not!”

Yeah – and look at me. Excoriated daily by Islamists on Twitter. Why? Because I’ve integrated and I love my country. Because I refuse to believe that an Islamic caliphate is the best thing for Britain, or anywhere, quite frankly. Where is my white (or brown) knight? Where are the voices of the moderate Muslim world defending me?

Not that I need protection, or defence, but some people aren’t as hard headed or resolved as I am.

Thusly, the albeit minority evil amongst British Muslims is thriving because good Muslims are doing nothing. At some point, we have to question why. I’m not sure most people are ready for the answers to that one.

So continue to sit there with your head in your hands. Mourning only to make yourself feel better. Missing people you never knew. Exclaiming, as the most immature of minds does: “Why can’t we all just get along?”

Expressing sympathy is no bad thing. But to be truly sympathetic towards someone under attack, one must be chivalrous, gallant, and unafraid.

Watching someone getting raped, and tweeting your solidarity with them is not enough. Human nature and goodness calls upon us to intervene. To assist. To free someone from their torture, and to save them from their demise.

It is not enough to scrawl “no fear” on a post it note, and stick it onto some £3 flowers.

We must be fearless in electing leaders who we feel will best keep us safe. It is one of the few areas of our lives in which we should be able to feel comfortable. We pay our taxes, you keep us safe.

If not, then we must arm ourselves. If our governments refuse to protect us, or even begin to use the tools with which we empower them against us: surveillance, counter-terror laws, detention, then we will need to take the law back into our own hands. We cannot be afraid of doing so. It is where our societies all sprung from.

The defence of ourselves as individuals. The defence of our families, our properties, our means of production, our communities, and our neighbours.

It is why arms sales to individuals has shot up since the migrant crisis in Europe. Many Germans are losing their faith in their elected leaders to protect them. The same applies in Sweden, and in Austria. Some people refuse to take being wiped out laying down. How quaint.

It is also time to start to make serious, wide-reaching demands of our politicians on the subject of immigration and Islamism.

When U.S. presidential candidate Donald Trump said what he said about a temporary ban on Muslim immigration, the tolerance lobby went into overdrive: full condemnations across the board from politicians – including presidents and prime ministers, across the media sphere, and you will recall the House of Commons debating a petition to ban the man from the country.

Now even the most politically correct of Hollywood luvvies is asking: is he really that wrong on this?

Because Mr. Trump has thought in a cycle longer than his potential presidency: what does the Western world look like in 20, 30, 50 years? What kind of societies do we leave to our children?

Do we leave cities with soldiers on patrol. With “peace” signs scrawled onto bomb-struck buildings? Or do we leave them safe places, with real promise for the future. Like our parents, or at least our parents’ parents, left us.

In order to confront this question, we have to get to the root cause of the problem. There is too much immigration, or at least, not enough hand-picked immigration, into the Western world today.

People of my age had no choice that our post-war leaders felt the heavy hand of post-colonial guilt on their shoulders, and decided to open up our countries, and flood us with “diversity”.

But we do have a choice to not make the same mistakes again. And we have a duty to correct the ones that were made.

And yes, that does mean exactly what you think it means. It means ending mass migration. It means smashing apart ghettos and no go zones. It means repealing laws that allow for Sharia councils. It means asserting what it means to be British, or European, or American, without fearing a backlash from the political left, or the media classes who scarcely see a face my colour let alone darker.

Let them riot. Let them cry.

I would far rather be subjected to ceaseless “direct action” by the scourges of my own society than import others.

At least if my fellow countrymen are deplorable, I won’t get called a racist for pointing it out.

So put down the teddy bears, burst the balloons, and let’s start demanding again that our countries are safe and civilised. And if we can’t find people who’ll make that happen for us… let’s do it ourselves.

Government oversight officials informed Congress on Wednesday that the Transportation Security Administration continues to operate in disarray, failing to record basic security details for thousands of employees and not tracking official IDs and badges that allow access to the most sensitive areas of an airport.

Lawmakers described the security agency as operating “in chaos” and expressed frustration with Obama administration officials as they informed the House Oversight Committee about a range of security shortfalls that continue to endanger the nation’s 450 commercial airports.

TSA’s inability to properly screen and track employees has been well documented for years. However, the administration has failed to enact multiple reforms aimed at tightening security and making it more efficient, lawmakers said.

TSA still cannot verify their employees’ criminal histories and immigration statuses, according to disclosures made by the Department of Homeland Security inspector general.

“Even 15 years” since the 9/11 terror attacks, “we still see a system that has not complied with the laws we have passed multiple times… and we see failures,” said Rep. John Mica (R., Fla.), chair of the House Transportation Subcommittee.

Following the discovery last year of 73 aviation employees who also were listed on the nation’s terror watch list, TSA has struggled to implement reforms aimed to remedy these security gaps, Mica said.

“TSA employees are not properly vetted,” he said. “We’ve found that tens of thousands of incomplete records are even lacking full names. They [TSA] had 14,000 immigrants listed in the database that did not have alien registration numbers and 75,000 of these records lacked passport numbers. This is not acceptable.”

Officials additionally could not account for “hundreds and thousands of IDs” that had gone missing, including TSA security badges, airport identity badges, and officer identification.

“Everything you can imagine stolen, or missing, or unaccounted for,” Mica said. “Here we are in 2016, 15 years after 9/11, and we don’t know who’s going in and who’s going out. There’s no way to ensure it.”

John Roth, the Department of Homeland Security inspector general, provided a list of security flaws and inefficiencies in the TSA’s employee screening process.

In addition to still not having full access to the U.S. terror watch list, TSA is incapable of verifying employees’ criminal records.

“TSA is considerably challenged when it comes to verifying workers’ criminal histories and immigration status,” Roth said. “TSA does not recurrently vet airport workers’ criminal histories after they are initially cleared to work, but rely on individuals to self-report disqualifying crimes.”

Most employees do not follow this policy, he said.

“TSA cannot systematically determine whether individuals have been convicted of disqualifying crimes,” Roth said, noting that commercial airports also do not hold onto these records. “Due to the large workload involved, this inspection process looked at as few as one percent of all aviation workers applications.”

Additionally, the records TSA uses for vetting individuals is “not reliable, as it contains incomplete or inaccurate data,” Roth said.

At least 87,000 active aviation workers, or 10 percent of the total workforce, do not have social security numbers listed in their records, according to Roth.

An additional 75,000 active employee credentials listed the worker as a non-U.S. citizen but did not include passport numbers. Of that number, 14,000 workers also did not list an alien registration number, meaning they could potentially be undocumented.

“TSA did not have appropriate checks in place to reject records from such vetting,” Roth said. “Without complete and accurate info TSA risked credentialing and providing unescorted access to secure airport areas for a worker who could potentially harm the nation’s air transportation system.”

At least 72 employees at the Department of Homeland Security are listed on the U.S. terrorist watch list, according to a Democratic lawmaker.

Rep. Stephen Lynch (D., Mass.) disclosed that a congressional investigation recently found that at least 72 people working at DHS also “were on the terrorist watch list.”

“Back in August, we did an investigation – the inspector general did – of the Department of Homeland Security, and they had 72 individuals that were on the terrorist watch list that were actually working at the Department of Homeland Security,” Lynch told Boston Public Radio.

“The [former DHS] director had to resign because of that,” he said.

DHS continues to fail inspections aimed at determining the efficiency of its internal safety mechanisms, as well as its efforts to protect the nation.

Lynch referred to a recent report that found the Transportation Security Administration, which is overseen by DHS, failed to stop 95 percent of those who attempted to bring restricted items past airport security.

“We had staffers go into eight different airports to test the department of homeland security screening process at major airports. They had a 95 percent failure rate,” Lynch said. “We had folks – this was a testing exercise, so we had folks going in there with guns on their ankles, and other weapons on their persons, and there was a 95 percent failure rate.”

Lynch said he has “very low confidence” in DHS based on its many failures over the years. For this reason, he voted in favor of recent legislation that will tighten the vetting process for any Syrian refugees applying for asylum in the United States.

“I have very low confidence based on empirical data that we’ve got on the Department of Homeland Security. I think we desperately need another set of eyeballs looking at the vetting process,” he said. “That’s vetting that’s being done at major airports where we have a stationary person coming through a facility, and we’re failing 95 percent of the time.”

“I have even lower confidence that they can conduct the vetting process in places like Jordan, or Belize or on the Syrian border, or in Cairo, or Beirut in any better fashion, especially given the huge volume of applicants we’ve had seeking refugee status,” Lynch said.

State Department spokesperson Elizabeth Trudeau said Friday that the State Department stands behind the visa process that allowed a terrorist into the United States.

“Are you satisfied that Malik’s application process followed the proper protocol?” one reporter asked Trudeau, referring to San Bernardino shooter Tashfeen Malik, who had previously pledged allegiance to the Islamic State on Facebook.

“Yes,” she said.

“How can you say that with such assurance?” the reporter asked.

Trudeau said that she is confident that this case followed protocol because the State Department is confident in its visa process.

“Because we stand behind our screening process for visas,” she said.

The Nov. 13 terror attacks in Paris has forced France to examine its security policies, including at the Charles de Gaulle Airport, where it was recently discovered that 57 employees who had access to airplanes and runways were on a terror watch list.

Now, the security passes of 86,000 workers at the Paris airport will be reviewed, according to a report by the Sunday Times of London.

Police carried out extensive searches of the airport under state-of-emergency powers after the Nov. 13 Paris attacks in which 130 people were killed and 350 injured by Islamic State militants.

Belgium, where several of the Paris attackers had lived, also has pulled security badges from several airport workers after discovering that some had links to jihadis who had traveled to Syria.

Meanwhile, anxiety has been brewing about radicalism among bus, Metro and railroad workers.

Samy Amimour, who blew himself up in the Bataclan concert hall in Paris, managed to get a job as a bus driver while on a watch list.

The revelation is sure to roil American and Israeli critics of the main Iran deal signed by the U.S., Iran and five world powers in July. Those critics have complained that the deal is built on trust of the Iranians, a claim the U.S. has denied.

The U.S. must call both Russia and Iran to account for “already violating” the nuclear agreement, House Foreign Affairs Committee Chairman Rep. Ed Royce (R-Calif.) said Thursday. He was responding to a reported trip to Moscow by Iran’s Qods force commander, who is subject to U.N. travel sanctions.

“[Maj. Gen. Qassem Soleimani] is the chief commander for Iranian foreign forces outside of Iran who carry out their assassinations and carry out their attacks,” Royce told CNN.

“And the fact that he would violate the sanctions prior to it being lifted upon him, by jumping the gun – this gives us the opportunity to call the Russians to account, and the Iranians to account, for already violating this agreement,” he said. “And we should do so.”

As a P5+1 partner, Russia – a U.N. Security Council permanent member – is supposed to help enforce the nuclear agreement which the six powers negotiated with Tehran.

Following reports that Soleimani traveled to Moscow last month and met with President Vladimir Putin and Defense Minister Sergei Shoigu, Iran deal critics are asking: If Russia gets away with hosting him, what does that say about its likely response to any future Iranian cheating on the nuclear agreement?

Although the Obama administration agreed as part of the nuclear deal that U.N. sanctions against Soleimani and the Islamic Revolutionary Guard Corps (IRGC) Qods Force will be lifted, it says that will only happen in “phase two” of the agreement’s implementation – in about eight years’ time.

Any travel abroad by him ahead of that point would be in violation of the U.N. travel ban, under which all member states are required to deny him entry.

In a letter to President Obama, Royce has requested “a determination of whether the travel of Soleimani took place, its purpose, and whether it was in violation of United Nations sanctions.”

“Since the Iran agreement was signed, senior administration officials have testified that there would be no relaxing of sanctions against Iran for terrorist activity,” he wrote. “The reported free travel of Qassem Soleimani and the continuing arming of Iranian proxies throughout the Middle East is a direct challenge to that commitment.”

State Department spokesman John Kirby told a press briefing Thursday that Secretary of State John Kerry in a phone conversation with Foreign Minister Sergei Lavrov “raised concerns about the travel to Moscow by IRGC commander Qassem Soleimani.”

Later in the briefing, however, Kirby revised his wording, saying he could not independently confirm that the visit had indeed taken place, but that Kerry “has seen the reports of the travel and expressed his concerns [to Lavrov] about those reports.”

Fox News first reported on the alleged visit last week, citing unnamed Western intelligence sources.

Then Reuters reported that an “Iranian official, who declined to be identified,” confirmed that the trip had taken place, saying Soleimani had discussed “regional and bilateral issues and the delivery to Iran of S-300 surface-to-air missiles and other weapons.”

Russian state news agency RIA Novosti, however, quoted a Kremlin spokesman as denying the claim (although the report’s wording left open the possibility that the denial was specifically in relation to a Soleimani-Putin meeting, rather than about whether the visit took place at all.)

Soleimani’s name appears on a list of Iranian individuals and entities in line for sanctions relief, annexed to the nuclear agreement.

Hours after the deal was announced in Vienna on July 14, a senior administration official, briefing reporters on background, was asked about Soleimani’s inclusion.

“IRGC commander Qassem Soleimani will not be delisted at the United Nations at phase one; he will be delisted at the U.N. at phase two when the underlying designation authority terminates,” the official said.

That would only occur “after eight years into the deal, so sanctions are not being lifted early on Qassem Soleimani,” the official said.

Since then, Kerry has stressed that U.S. sanctions – as opposed to U.N. ones – against Soleimani will “never” be lifted.

Soleimani is accused of directing Shi’ite militias that carried out deadly attacks against U.S. troops in Iraq during the war there. According to the Joint Chiefs of Staff chairman nominee Gen. Joseph Dunford, he was responsible for the deaths of at least 500 U.S. soldiers and Marines in Iraq.

Bleeding cash, the Louisiana Department of Insurance (LDI) announced Friday that Louisiana’s Obamacare health insurance co-op will be closing its doors by the end of 2015.

It will be the second collapse of an Obamacare health care co-op this year and the third since the Obama administration rolled them out in 2012 as a competitor to commercial health insurance companies.

From the beginning, the Louisiana co-op was fraught with high-paid consultants who were not even from Louisiana, but Georgia. It also suffered from an apparent conflict of interest. George Cromer, its CEO, simultaneously served the Louisiana House of Representatives as chairman of that legislative body’s insurance committee.

Roughly 18 months into its existence, in September 2012, the Louisiana co-op received $66 million from the U.S. Centers for Medicare and Medicaid Services. By 2014, the National Association of Insurance Commissioners reported that the co-op had burned through half of its cash and suffered a net operating loss of $23 million.

The co-op had only enrolled 17,000 paid subscribers out of a total state population of 4.6 million, according to state census data.

AM Best, the insurance rating company, reported in the third quarter of 2014 that the Louisiana co-op’s indebtedness was 198 percent, among the worst performing Obamacare nonprofits in the nation.

“The onerous burdens of Obamacare have shocked health insurance markets and caused instability in pricing and predictability, and as a result, we’ve seen premiums spike upward,” Louisiana Insurance Commissioner Jim Donelon wrote in a press statement July 24 when he announced closure plans for the co-op.

“Start-ups in insurance, especially health insurance, are always a tough row to hoe. Obamacare has made that even more difficult,” the commissioner noted in a press release.

The LDI’s Office of Financial Solvency will be examining the financial issues that led to its decision to close, and the commissioner has said that the department is “on-site at the co-op.”

The Louisiana Health co-op began with controversy over Terry Shilling, its first CEO. Shilling arranged a lavish contract with his own Atlanta-based consulting firm, Beam Partners, LLC, an arrangement approved by federal Obamacare CMS officials.

Federal officials also approved Shilling as original founder and “interim CEO” for the co-op, even though in 1998, the Securities and Exchange Commission sanctioned him for insider trading as a health executive. Shilling’s consulting firm received more than $3 million from the co-op in 2013 for “health plan development,” according to its IRS Form 990 filing.

Louisiana insurance documents obtained by the Washington Examiner in August 2013 showed that Beam would receive a separate $4 million contract from the start-up co-op. On top of the contract, the Atlanta firm would receive a 20 percent “performance fee,” according to the documents. Finally, Beam additionally reaped a “benefit payment services” that began at $66,667 per month in 2013, culminating in $72,917 in 2016, according to Louisiana co-op insurance filing documents.

Separate from the preferential contract with Shilling, the co-op represented a potential political conflict of interest. After Shilling’s relationship with the co-op went public, the Atlanta businessman stepped down as interim CEO, to be replaced by Louisiana Rep. George Cromer.

Cromer, a Republican, also was the chairman of the Louisiana House committee on health insurance. He did not step down from the position after assuming the co-op post.

The Daily Caller News Foundation reached out to Cromer’s office, but has yet to receive a response.

The Louisiana co-op is not the first to fold.

In February, the Iowa Insurance Department assumed receivership and closed the doors of Co-Opportunity Health, an Obamacare co-op that served more than 100,000 customers in Iowa and Nebraska. Co-Opportunity had a loss ratio of 140, which meant that for every dollar it received in premiums, it had to pay out $1.40 in benefits.

The first failure occurred in 2013, when the Vermont Insurance Commissioner refused to grant a license to a new Obamacare health co-op.

The Commissioner refused to license the co-op because the president had steered as much as $500,000 of the co-op’s money to his own firm. CMS had approved the loan to the Vermont co-op despite the conflict of interest.

She also said the co-op’s math was inadequate and failed to meet the state’s financial standards.

The much-beleaguered Transportation Security Administration (TSA) is facing yet another crisis – its second in two weeks – after a new report from the inspector general’s office at the Department of Homeland Security discovered that the agency did not adequately screen 73 airport workers who had been placed on terrorism-related watch lists.

Far from inspiring confidence, the inspector general’s report portrays the TSA as being at the mercy of complex regulations, a deficit of information from other agencies, and bureaucratic entanglements that prevented the agency from verifying that the information they received on aviation workers was accurate.

Under the heading “What We Found” the report describes:

TSA’s multi-layered process to vet aviation workers for potential links to terrorism was generally effective… However, our testing showed that TSA did not identify 73 individuals with terrorism-related category codes because TSA is not authorized to receive all terrorism-related information under current interagency watchlisting policy.

In addition to not being aware that 73 airport employees were on terrorism watch lists, the report also found that the TSA is also lacking accurate information about the criminal history and legal status of other employees who work in restricted areas.

The report explains:

TSA had less effective controls in place for ensuring that aviation workers 1) had not committed crimes that would disqualify them from having unescorted access to secure airport areas, and 2) had lawful status and were authorized to work in the United States. In general, TSA relied on airport operators to perform criminal history and work authorization checks, but had limited oversight over these commercial entities. Thus, TSA lacked assurance that it properly vetted all credential applications.

The TSA apparently wasn’t even able to fully verify the identities of their employees because records sometimes omitted a candidate’s full name or social security number.

Further, thousands of records used for vetting workers contained potentially incomplete or inaccurate data, such as an initial for a first name and missing social security numbers. TSA did not have appropriate edit checks in place to reject such records from vetting.

This latest outrage comes on the heels of an internal investigation released last week by the Department of Homeland Security which revealed that the TSA failed to detect banned weapons or imitation explosives 95% at America’s most highly-trafficked airports. This monumental failure rate led to the ouster of the TSA’s acting chief, Melvin Carraway.

In an official response to the report, the TSA promised to screen workers against a more inclusive database by the end of 2015.

According to a new Homeland Security report, the TSA failed to stop 95 percent of potential terror attacks at major airports. ABC News has the story (bolding is mine):

An internal investigation of the Transportation Security Administration revealed security failures at dozens of the nation’s busiest airports, where undercover investigators were able to smuggle mock explosives or banned weapons through checkpoints in 95 percent of trials, ABC News has learned.

The series of tests were conducted by Homeland Security Red Teams who pose as passengers, setting out to beat the system.

According to officials briefed on the results of a recent Homeland Security Inspector General’s report, TSA agents failed 67 out of 70 tests, with Red Team members repeatedly able to get potential weapons through checkpoints.

In one test an undercover agent was stopped after setting off an alarm at a magnetometer, but TSA screeners failed to detect a fake explosive device that was taped to his back during a follow-on pat down.

The TSA receives $8 billion per year in funding. Just two weeks ago, DHS Inspector General John Roth testified in front of Congress about concerns the agency wasn’t fulfilling it’s original mission.

“Unfortunately, although nearly 14 years have passed since TSA’s inception, we remain deeply concerned about its ability to execute its mission,” Roth said. “Since 2014 we have published more than 115 audit and inspector reports about TSA’s programs and operations. We’ve issued hundreds of recommendations to attempt to improve TSA’s efficiency and effectiveness. We have conducted a series of covert penetration tests, essentially testing TSA’s ability to stop us from bringing in simulated explosives and weapons through checkpoints, as well as testing whether we could enter secure areas through other means.”

Earlier this month, Judicial Watch released documents revealing horrifying details of alleged sexual assaults from TSA agents at airports around the country.

April 7, 2013, at Denver International Airport:

At approximately 14:10 hours on the South Checkpoint, near lane 4 a passenger complained that he sustained an injury resulting from the aggressive actions of the the [sic] TSO [Transportation Security Officer] conducting a pat down search… The passenger stated during the pat-down search he was struck very hard in the groin area, which caused him pain to his left testical [sic].

October 19, 2013, “TSA Contact Center Record,” Los Angeles Airport:

She [TSA agent] then placed full palms squarely on my breasts and then moved around my breasts again. She then placed both palms against my breasts and I was shocked, humiliated, alarmed and assaulted and said ‘Stop! What are you doing? That’s not ok.’… I reported this to TSA Supervisor… She got the manager [redacted] and he said he would look at the video and TSA would send me a letter but it would not tell me the resolution and that I did not have a right to view the video… I will not be sexually assaulted at the airport. As a taxpayer, I pay for the TSA.”

July 5, 2013, “TSA Contact Center Record,” O’Hare Airport:

The female TSO then proceeded to roughly feel of [sic] her breast including her nipples. The TSO didn’t go under her arms or along her sides. She indicated that she did not receive a proper pat down. The search was limited to her breast… Two other individuals came over to where the supervisor and gentleman were and they began laughing. The caller indicated that the incident was not the business of the other two officers and not a show for them. The caller indicated that even the Supervisor, along with the others, began to roar with laughter.

July 6, 2013, “TSA Contact Center Record,” O’Hare Airport:

Caller indicates that her mother feels as though she was singled out because she was a breast cancer survivor and the caller feels as though this is extremely discriminatory. Caller indicates that the breast is an extremely intimate place that should not be rubbed in the manner that it was. Caller expressed that her mother feels extremely violated and the caller feels that being violated in this manner is on the same level as rape. Caller has indicated that her mother will never travel again because of the pat down that she received.

July 29, 2013, “To/From Memo,” O’Hare Airport:

The person began to tell me how TSO [redacted] stuck his hands down his pants and grabbed the top of his penis and placed his fingers in his butt crack… The person was sure that he was violated and wanted to talk to a supervisor… He said he is going to file a police report with Chicago Police Department and file a lawsuit against TSA and Officer [redacted] and walked away.”

It was supposed to be a state-of-art lockup in the heart of the Motor City, but four years after breaking ground, with construction costs totaling $150 million and no end in sight, the city pulled the plug on the project four years ago.

Now, the Wayne County Jail sits empty among the ruins of a bankrupt city, costing taxpayers upwards of $1.2 million in debt service and monthly upkeep costs for electricity, security, sump pumps – and even off-site storage for pre-fabricated jail cells that will never be used.

California’s health insurance exchange, established under the Affordable Care Act, has been held out as a national model for Obamacare. In some ways – not all of them good – it is. Whether it’s falling far short of 2015 enrollment goals or sending out 100,000 inaccurate tax forms, Covered California is struggling with its share of challenges.

Now, several senior-level officials integral to the launch of Covered California – who enthusiastically support the Affordable Care Act – are speaking about what they view as gross incompetence and mismanagement involving some of the $1 billion federal tax dollars poured into the state effort.

‘Somebody Must Have Been Smoking Something’

Consultant Aiden Hill became a “foxhole convert” to Obamacare in July of 2010 when he lost his insurance, had a serious medical issue and couldn’t get a new policy.

“I lived through a health care nightmare. That’s one reason why I took a cut in my pay rate to work for Covered California.”

In March 2013, Hill was hired as project manager over Covered California’s massive $120 million call center effort. In just six short months, it would face an avalanche of customers seeking insurance mandated under the new law.

But five months on the job converted Hill from avid supporter to disenchanted whistleblower. He says the secretive and dysfunctional culture was more interested in cheerleading than real results. After he persistently raised concerns, Covered California abruptly terminated his contract. He says the experience drove him to raise allegations about waste and cover ups at a Covered California board meeting.

Covered California quietly launched an independent investigation into Hill’s grievances. Nine months later, the results were summarized in four sentences stating that evidence did “not support” Hill’s complaints. Hill calls the probe a sham and says the inquiry didn’t include interviews with many witnesses he suggested.

Today, Hill describes himself as disgusted by the process – and soured on Obamacare.

“I really believe that we’ve created a monster – and it’s an unaccountable monster,” Hill told The Daily Signal.

Covered California declined comment on Hill’s allegations.

Other officials integral to Covered California’s efforts concur with Hill’s assessment. One of them headed the largest call center.

“They started this way too late for what they needed to do,” says the official who was hired in April 2013, five months before the website’s launch. He has since left that position and asked not to be named to protect his current job status.

“This program had to touch 58 counties, 11 federal agencies, all medical carriers and all advocates. To have a system that would be integrated seamlessly – somebody must have been smoking something if they thought that was going to happen.”

Disappointing Enrollment

It’s against that backdrop that Covered California finds itself now grappling with a big disappointment: low enrollment growth. California ranked near the bottom in overall growth, with a scant 1 percent increase over last year.

“It’s a tiny fraction of the growth they were expecting,” says an official who helped implement the Affordable Care Act and examined California’s numbers.

As recently as last fall, the official says, California hoped to increase enrollment by 500,000 this year. But only an additional 7,098 have “selected a plan” for 2015.

“Their total enrollment is a step in the right direction but nowhere near what anyone thought it would be for the largest state in the country.”

Covered California would not answer our questions about enrollment figures.

Another telling statistic is Covered California’s poor retention rate. Even though people are required by law to have health insurance, only 65 percent of Covered California’s 2014 customers reenrolled in 2015. The rest dropped off.

Covered California would not address our questions about lackluster retention and growth.

Last month, the agency issued a press release touting a younger and more diverse mix of customers.

“New enrollment for 2015 coverage is strong and has brought in consumers who our marketing and outreach targeted,” said Covered California Executive Director Peter Lee, overlooking the fact that his organization’s retention of last year’s customers was among the lowest in the country.

Hoping for a bump, California followed the lead of the federal HealthCare.gov effort and repeatedly extended this year’s enrollment deadline. The Feb. 15 cutoff was pushed back to Feb. 20 and then Feb. 22. Now, it’s been extended to the end of this month.

“I lived through a health care nightmare. That’s one reason why I took a cut in my pay rate to work for Covered California.”

In March 2013, Hill was hired as project manager over Covered California’s massive $120 million call center effort. In just six short months, it would face an avalanche of customers seeking insurance mandated under the new law.

But five months on the job converted Hill from avid supporter to disenchanted whistleblower. He says the secretive and dysfunctional culture was more interested in cheerleading than real results. After he persistently raised concerns, Covered California abruptly terminated his contract. He says the experience drove him to raise allegations about waste and cover ups at a Covered California board meeting.

Covered California quietly launched an independent investigation into Hill’s grievances. Nine months later, the results were summarized in four sentences stating that evidence did “not support” Hill’s complaints. Hill calls the probe a sham and says the inquiry didn’t include interviews with many witnesses he suggested.

Today, Hill describes himself as disgusted by the process – and soured on Obamacare.

“I really believe that we’ve created a monster – and it’s an unaccountable monster,” Hill told The Daily Signal.

Covered California declined comment on Hill’s allegations.

Other officials integral to Covered California’s efforts concur with Hill’s assessment. One of them headed the largest call center.

“They started this way too late for what they needed to do,” says the official who was hired in April 2013, five months before the website’s launch. He has since left that position and asked not to be named to protect his current job status.

“This program had to touch 58 counties, 11 federal agencies, all medical carriers and all advocates. To have a system that would be integrated seamlessly – somebody must have been smoking something if they thought that was going to happen.”

Disappointing Enrollment

It’s against that backdrop that Covered California finds itself now grappling with a big disappointment: low enrollment growth. California ranked near the bottom in overall growth, with a scant 1 percent increase over last year.

“It’s a tiny fraction of the growth they were expecting,” says an official who helped implement the Affordable Care Act and examined California’s numbers.

As recently as last fall, the official says, California hoped to increase enrollment by 500,000 this year. But only an additional 7,098 have “selected a plan” for 2015.

“Their total enrollment is a step in the right direction but nowhere near what anyone thought it would be for the largest state in the country.”

Covered California would not answer our questions about enrollment figures.

Another telling statistic is Covered California’s poor retention rate. Even though people are required by law to have health insurance, only 65 percent of Covered California’s 2014 customers reenrolled in 2015. The rest dropped off.

Covered California would not address our questions about lackluster retention and growth.

Last month, the agency issued a press release touting a younger and more diverse mix of customers.

“New enrollment for 2015 coverage is strong and has brought in consumers who our marketing and outreach targeted,” said Covered California Executive Director Peter Lee, overlooking the fact that his organization’s retention of last year’s customers was among the lowest in the country.

Call Center Chaos

The devastating crash of Covered California’s website and call centers on Oct. 1, 2013 was “the canary in the coalmine, an early warning of deep dysfunction,” according to Hill.

Pre-launch testing had proven disastrous. As with the national HealthCare.gov website, “it was breaking at the first click of the button,” says the former call center manager who worked under Hill. “Behind the scenes, states were worried. I know we were worried.”

Covered California contractors projected 10,000 calls the first day. The call center manager says he knew they were way off. “I and my training manager, who had launched call centers before, projected 20,000. We had 21,000 on day one. Our contractors were wrong.”

The HealthCare.gov website was on a parallel trajectory. It, too, suffered under hasty development and failed performance tests days before launch – all while the Obama administration put on a positive public face.

“Everybody knew it wasn’t going to function,” says a third Covered California official. “Calls start coming in and within the first hour, the entire system went down – phone and web.”

“The train was coming off the rails,” adds Hill. “The call center was going into meltdown.”

The meltdown lasted for months and fixes proved costly. Covered California would not provide a tally of expenses, but the agency ended up asking the federal government for an extra $155 million. That put the cost of Covered California at more than $1.06 billion federal tax dollars.

Enrollment Exaggeration?

Covered California’s disastrous debut triggered a house of cards. When the website crashed, consumers were directed to fill out paper applications; they were 33 pages long and took at least an hour to complete. What’s more, they couldn’t be coordinated with the electronic version because of a major design flaw. The forms didn’t match.

But Covered California counted duplicate applications as if they were enrollments, giving the impression that more people had successfully signed up. (The Obama administration did the same with national HealthCare.gov applications.)

For example, Covered California’s Lee publicly touted 30,000 successful enrollments for the first month. Hill says the actual number was closer to 4,000.

“A lot of the information that came out of Covered California was misleading or outright lies,” Hill insists.

Another Covered California official agrees.

“There’s no way he didn’t know he wasn’t telling the truth,” says an official, who still works at the agency and asked not to be identified. “We were fully aware that those numbers were inflated. It was horrible… morale busting. Things were being said that were blatantly untrue.”

The Daily Signal asked for Lee’s side of the story, but Covered California declined to make him available.

Hill says misinformation was aided and abetted by an uninformed press. In the midst of Covered California’s fiasco, he was stunned to read a New York Times article claiming the Golden State was an Obamacare utopia: the crown jewel of the health care reform effort.

On Nov. 24, 2013, Paul Krugman of The New York Times gushed:

What would happen if we unveiled a program that looked like Obamacare, in a place that looked like America, but with competent project management that produced a working website? Well, your wish is granted. Ladies and gentlemen, I give you California… The California authorities have been especially forthcoming with data tracking the progress of enrollment. And the numbers are increasingly encouraging.

That assessment was far from the reality, say the Covered California officials who spoke to The Daily Signal.

Covered California declined to respond to our questions but issued this statement:

Covered California is proud that it has been the portal for nearly four million people to find coverage through one of our participating health plans or through low cost/no cost Medi-Cal; is helping more than a million people access financial assistance to lower their monthly health insurance premiums; through the Affordable Care Act has reduced the number of uninsured in California by half.

A beaming Iranian foreign minister emerged from the meeting rooms in Switzerland to announce that all of the theocracy’s major demands had been met. According to the new provisions released on the nuclear deal, Iran will get to both keep active its centrifuges and receive sanctions relief.

The State Department has released a “fact sheet” highlighting the various points of the deal. Sanctions against Iran will be lifted immediately, and probably forever. Iran gets to keep a huge number of its nuclear centrifuges spinning, including a thousand of them at the previously hidden and illegal fortified bunker of Fordo, which is supposed to become a “peaceful” nuclear, physics, technology, and research center. There are sunset provisions on everything Iran has tentatively agreed to, although in his Rose Garden press conference announcing the deal, Obama claimed they would somehow be “permanently” blocked from various forms of weapons development.

Despite the perpetual complaints from U.N. inspectors that Iran has cheated them, Obama assured us that “if Iran cheats, the world will know.” Since Iran most predictably balks when serious inspection demands are made, this agreement “framework” could yet collapse, a possibility the President briefly mentioned in his remarks. In fact, he made a point of saying “the work is not yet done” on the deal, so we’re back to the announcement-of-a-declaration-of-a-framework-to-have-more-meetings stuff characteristic of these negotiations.

Most of the President’s remarks consisted of declarations about how “historic” the deal was, straw-man false choices about how the only alternative to his deal is an immediate regional war, excuses about how his supposedly awesome bargain with Iran was the best anyone could have managed under impossible circumstances, and loads of rhetoric about how dedicated to Middle Eastern stability he is. There were loads of promises about how inspections would be so rigorous that Iran could not possibly break the deal, even though they have successfully bamboozled, or outright defied, every previous attempt to monitor their nuclear program. The Iranians knew all along that what Obama most desired was an opportunity to give speeches like this. The messy details can be dealt with later.

The President made rhetorical gestures toward the security of American allies such as Israel and Saudi Arabia under the terms of this agreement. The former nation is now headed by the most vindicated man in the world – Benjamin Netanyau predicted the outcome of Obama’s wheeling and dealing with Iran almost to the word. The latter will now scramble to purchase nuclear weapons of its own, as will everyone else who doesn’t want to find out when Iran’s nuclear umbrella will really snap open, or be caught unarmed beneath it.

One curious detail that stood out from the President’s remarks was his assertion that, without this deal, Iran might have been only 2 to 3 months away from having a nuclear weapon. That is the kind of timetable Obama and his spokespeople have been deriding for years as uninformed scaremongering, but now it turns out that was a reasonable estimate after all?

Obama tried comparing his nuclear deal to Reagan’s arms negotiations with the Soviet Union, which spotlights the most dangerous thing about Obama’s Iran policy: he really thinks the mullahs represent the sort of sane, relatively responsible (if rather aggressive) government, interested in stability and material prosperity, that liberals love to recall their dear departed Soviets as. Note also that liberals most certainly did not think Reagan’s dealings with the Soviets were a model of American statecraft to be emulated at the time.

This is all theater, while the reality of Iranian nuclear weapons moves forward… brought to you by the man who swore in his 2012 re-election campaign that he’d never let it happen, under any circumstances.

The State Department has quietly made plans to bring Ebola-infected doctors and medical aides to the U.S. for treatment, according to an internal department document that argued the only way to get other countries to send medical teams to West Africa is to promise that the U.S. will be the world’s medical backstop.

Some countries “are implicitly or explicitly waiting for medevac assurances” before they will agree to send their own medical teams to join U.S. and U.N. aid workers on the ground, the State Department argues in the undated four-page memo, which was reviewed by The Washington Times.

“The United States needs to show leadership and act as we are asking others to act by admitting certain non-citizens into the country for medical treatment for Ebola Virus Disease (EVD) during the Ebola crisis,” says the four-page memo, which lists as its author Robert Sorenson, deputy director of the office of international health and biodefense.

More than 10,000 people have become infected with Ebola in Liberia, Sierra Leone and Guinea, and the U.S. has taken a lead role in arguing that the outbreak must be stopped in West Africa. President Obama has committed thousands of U.S. troops and has deployed American medical personnel, but other countries have been slow to follow.

In the memo, officials say their preference is for patients go to Europe, but there are some cases in which the U.S. is “the logical treatment destination for non-citizens.”

The document has been shared with Congress, where lawmakers already are nervous about the administration’s handling of the Ebola outbreak. The memo even details the expected price per patient, with transportation costs at $200,000 and treatment at $300,000.

A State Department official signaled Tuesday evening that the discussions had been shelved.

“There is no policy of the U.S. government to allow entry of non-U.S. citizen Ebola-infected to the United States. There is no consideration in the State Department of changing that policy,” the official said.

Another official said the department is considering using American aircraft equipped to handle Ebola cases to transport noncitizens to other countries.

“We have discussed allowing other countries to use our medevac capabilities to evacuate their own citizens to their home countries or third-countries, subject to reimbursement and availability,” the second department official said.

The internal State Department memo is described as “sensitive but unclassified.” A tracking sheet attached to it says it was cleared by offices of the deputy secretary, the deputy secretary for management, the office of Central African affairs and the medical services office.

A call to the number listed for Mr. Sorenson wasn’t returned Tuesday.

Mr. Obama has been clear about his desire to recruit medical and aid workers to fight Ebola in Africa.

“We know that the best way to protect Americans ultimately is going to stop this outbreak at the source,” the president said at the White House on Tuesday, praising U.S. aid workers who are already involved in the effort. “No other nation is doing as much to make sure that we contain and ultimately eliminate this outbreak than America.”

About half of the more than 10,000 cases in West Africa have been fatal.

Four cases have been diagnosed in the U.S., and three of those were health care workers treating infected patients. Two of those, both nurses at a Dallas hospital, have been cured.

Several American aid workers who contracted the disease overseas were flown to the U.S. for treatment.

The United Nations and World Health Organization are also heavily involved in deploying to the affected region, but other countries have been slower to provide resources to fight Ebola in West Africa or to agree to treat workers who contract the disease.

The State Department memo says only Germany has agreed to take non-German citizens who contract Ebola.

European nations are closer to West Africa, making transport easier, the State Department memo said.

Officials said the U.S. is the right place to treat some cases, notably those in which non-Americans are contracted to work in West Africa for U.S.-based charities, the Centers for Disease Control and Prevention or the U.S. Agency for International Development.

“So far all of the Ebola medevacs brought back to U.S. hospitals have been U.S. citizens. But there are many non-citizens working for U.S. government agencies and organizations in the Ebola-affected countries of West Africa,” the memo says. “Many of them are citizens of countries lacking adequate medical care, and if they contracted Ebola in the course of their work they would need to be evacuated to medical facilities in the United States or Europe.”

The memo says the State Department has a contract with Phoenix Aviation, which maintains an airplane capable of transporting an Ebola patient. The U.S. can transport noncitizens and have other countries or organizations pay the cost.

The U.S. has helped transport three health care workers to Germany and one to France.

In the U.S., the department memo lists three hospitals – the National Institutes of Health Clinical Center, the University of Nebraska Medical Center and Emory University Hospital in Atlanta – that are willing to take Ebola patients.

According to the memo, Homeland Security Department officials would be required to waive legal restrictions to speed the transport of patients into the U.S.
“A pre-established framework would be essential to guarantee that only authorized individuals would be considered for travel authorization and that all necessary vetting would occur,” the memo says.

A Homeland Security spokeswoman didn’t return emails seeking comment.

Judicial Watch, a conservative-leaning public interest watchdog, revealed the existence of a State Department plan this month. When The Times described the document to Tom Fitton, Judicial Watch’s president, he said it is evidence of why the administration balked at adopting a travel ban on those from affected countries.

“Under this theory, there could be people moving here now, transporting people here now, and it could be done with no warning,” Mr. Fitton said. “If our borders mean anything, it is the ability to make sure that dire threats to the public health are kept out.”

After those initial reports surfaced, House Judiciary Committee Chairman Bob Goodlatte, Virginia Republican, sent a letter asking for answers. On Tuesday, he said the document The Times obtained “raises more concerns and questions than answers.”

“President Obama should be forthcoming with the American people about the scope of his plan to bring non-U.S. citizens infected with Ebola to the United States for treatment,” Mr. Goodlatte said in a statement.

A new Government Accountability Institute (GAI) report reveals that President Barack Obama has attended only 42.1% of his daily intelligence briefings (known officially as the Presidential Daily Brief, or PDB) in the 2,079 days of his presidency through September 29, 2014.

The GAI report also included a breakdown of Obama’s PDB attendance record between terms; he attended 42.4% of his PDBs in his first term and 41.3% in his second.

The GAI’s alarming findings come on the heels of Obama’s 60 Minutes comments on Sunday, wherein the president laid the blame for the Islamic State’s (ISIS) rapid rise squarely at the feet of his Director of National Intelligence James Clapper.

“I think our head of the intelligence community, Jim Clapper, has acknowledged that I think they underestimated what had been taking place in Syria,” said Obama.

According to Daily Beast reporter Eli Lake, members of the Defense establishment were “flabbergasted” by Obama’s attempt to shift blame.

“Either the president doesn’t read the intelligence he’s getting or he’s bullshitting,” a former senior Pentagon official “who worked closely on the threat posed by Sunni jihadists in Syria and Iraq” told the Daily Beast.

On Monday, others in the intelligence community similarly blasted Obama and said he’s shown longstanding disinterest in receiving live, in-person PDBs that allow the Commander-in-Chief the chance for critical followup, feedback, questions, and the challenging of flawed intelligence assumptions.

“It’s pretty well-known that the president hasn’t taken in-person intelligence briefings with any regularity since the early days of 2009,” an Obama national security staffer told the Daily Mail on Monday. “He gets them in writing.”

The Obama security staffer said the president’s PDBs have contained detailed threat warnings about the Islamic State dating back to before the 2012 presidential election.

“Unless someone very senior has been shredding the president’s daily briefings and telling him that the dog ate them, highly accurate predictions about ISIL have been showing up in the Oval Office since before the 2012 election,” the Obama security staffer told the Daily Mail.

This is not the first time questions have been raised about Obama’s lack of engagement and interest in receiving in-person daily intelligence briefings. On September 10, 2012, the GAI released a similar report showing that Obama had attended less than half (43.8%) of his daily intelligence briefings up to that point. When Washington Post columnist Marc Thiessen mentioned the GAI’s findings in his column, then-White House Press Secretary Jay Carney dubbed the findings “hilarious.” The very next day, U.S. Libyan Ambassador Chris Stevens and three American staff members were murdered in Benghazi. As Breitbart News reported at the time, the White House’s very own presidential calendar revealed Obama had not received his daily intel briefing in the five consecutive days leading up to the Benghazi attacks.

Ultimately, as ABC News reported, the White House did not directly dispute the GAI’s numbers but instead said Obama prefers to read his PDB on his iPad instead of receiving the all-important live, in-person briefings.

Now, with ISIS controlling over 35,000 square miles of territory in its widening caliphate in Iraq and Syria, and with Obama pointing fingers at his own Director of National Intelligence James Clapper for the rise of ISIS, the question remains whether a 42% attendance record on daily intelligence briefings is good enough for most Americans.

Less than a year after suffering a major investment downgrade, Chicago has been downgraded again. Moody’s Investment Services announced Tuesday that it was lowering Chicago’s rating from A3 to Baa1, three levels above junk bond status.

Last July, Moody’s downgraded Chicago from Aa3 to A3. President Barack Obama’s adopted hometown now has the lowest municipal bond rating of any city in the U.S. except bankrupt Detroit.

Mayor Rahm Emanuel, who served as White House Chief of Staff for President Obama from 2009 to late 2010, and who is close to Bill and Hillary Clinton, has struggled to tackle the city’s looming pension crisis.

Through he reached an agreement with sanitation workers to reform the city’s garbage collection system, he has struggled to work with teachers’ unions and has not been able to rally the city behind broader municipal financial reforms.

Though a sideshow throughout Obamacare’s passage and litigation, Medicaid’s pivotal role in President Obama’s health care reform effort has become apparent following the law’s October 1 implementation. In many states, Medicaid enrollment through the Healthcare.gov portal is dwarfing the number of “private” insurance plan purchases.

While this development represents a major financial threat to the survival of Obamacare, new regulations established by Obamacare to cover Medicaid enrollment have created a major threat to the United States’ ability to administrate that far larger benefit program.

Following is a summary of the problem:

* Non-citizens are eligible for Medicaid and CHIP (Children’s Health Insurance Program). This is not a new development. However, the documentation and verification process for such enrollments was significantly eased by regulations in the Affordable Care Act.
* Getting fraudulent applications for Medicaid or CHIP approved is now easier, and thus more likely.
* The risk is increased by the security concerns inherent in the Navigator/Assister program. (For background on these concerns, read: “DRAINING THE SWAMP: Top 40 Troubling Listings from the Obamacare Navigator/Assister Security Nightmare”, and “Identity Theft Russian Roulette: Healthcare.gov Refers Users to Uncertified Navigators and Assisters”.) Also watch James O’Keefe’s undercover sting, which reveals the inevitable results of creating such an unaccountable program.)

While troubling, final approval of fraudulent applications represents a lesser element of the problem regarding non-citizen enrollment. The greater concern is initial approval:

* Applicants attempting to register for Medicaid as non-citizens by using Healthcare.gov will have their identification checked in real-time by the SAVE (Systematic Alien Verification for Entitlements) database. But if SAVE verification fails, the applicant is not prevented from enrolling in Medicaid/CHIP.
* In fact, the opposite occurs: the applicant is likely enrolled in Medicaid immediately.
* The applicant is then given a 90-day period to clear up the identification problem.
* This “enroll first, confirm later” regulation, combined with the ACA’s easing of verification requirements, allows anyone, from a computer anywhere in the world, to successfully auto-enroll for 90 days of Medicaid by entering fraudulent information about being a certain category of legal alien living in the United States.
* There is no guarantee that state governments will take action to cancel these enrollments at the end of each application’s 90-day period if identification is never provided. The cancellation of unverified enrollments is left to each state’s available manpower and political will.
* At the end of the 90-day period, if states do indeed ask the applicant to produce identification or to have the enrollment canceled, the applicant is allowed to ask for an extension of the 90-day period. The applicant can get the period extended for significantly longer.
* Obamacare does not allow any information entered into Healthcare.gov to be used for legal action against illegal immigrants. Like “catch and release,” an applicant could attempt to fraudulently enroll repeatedly.
* Foreign entities looking to flood the Medicaid rolls with fraudulent auto-enrollments are, of course, beyond U.S. prosecution and able to cause such chaos.
* An organized effort by domestic or foreign entities to create countless numbers of these fraudulent enrollments could challenge Medicaid with an unsolvable administrative situation.

In February of this year, James Edwards of the Center for Immigration Studies published a report titled “Immigration and Obamacare: Proposed Medicaid Rules for Verifying Status”. His report summarized the federal government’s January publication of such rules being proposed by the Health and Human Services Department and the Centers for Medicare and Medicaid Services. These proposed rules were later finalized on July 15 (click here for the 164-page “Final Rule” document).

Edwards’ report documented the security flaws developing as a result of the Obama administration’s political goal of enrolling as many people as possible in some sort of health care coverage.

Following are highlights from Edwards’ report, focusing on the easing of the non-citizen application process and the removal of safeguards:

* Two, down from three, documents are to be required to establish one’s status. Attestation made about someone’s citizenship status in a single affidavit counts as one of the accepted forms of identity.

This means that a signed document from a second individual which simply states that the applicant is who he says is will be an accepted form of identification.

* Electronic documentation begins to overtake presentation of authentic identification documents. Similarly, a record of identity or status verification is regarded as more important than having authenticated copies of valid, legitimate documents on record.

States do not need to file copies of the documents. They are only required to keep track of whether or not the documents were accepted. No paper trail.

* If electronic verification of citizenship or immigration status fails or is delayed, applicants for health benefits must have a “reasonable opportunity period” in which to confirm their status. If otherwise eligible for Medicaid, states must grant Medicaid enrollment to unverified persons during this period… “Reasonable opportunity” even applies, under this rule, to persons “unable to provide a SSN [Social Security number]“ – a rather glaring loophole for frauds to exploit.

Edwards’ use of the phrase “otherwise eligible” raises the issue of the expansion and easing of the verification process for Medicaid and CHIP under President Obama. For example, eligibility for CHIP was expanded during President Obama’s first term, and the necessary documentation was decreased.

So: how simple is it to fraudulently enroll for Medicaid under the rules governing Obamacare?

Submit electronic copies of a false affidavit and a false work document while claiming to be a member of the “presumed eligible” populations, and you are required to get at least 90 days.

Most troubling, the establishment of Healthcare.gov and the other state-run exchanges allows this fraud to be perpetrated from anywhere on the planet. I asked Edwards:

In addition to the economic risk of millions arriving at domestic health care providers with fraudulent approvals and Medicaid ID numbers, Medicaid databases could be so overwhelmed with fraudulent information so as to be rendered administratively unmanageable and unreliable.

Effectively, the databases would be useless and pointless. An organized entity could, rather simply, employ this tactic to economically damage and humiliate the United States.

Ironically, the massive failure of the exchange websites has postponed the risk until the websites are functioning properly.

If the Obama administration is able to get the electronic exchanges working, they will immediately face a fresh nightmare. Flaws in the ACA law itself may create much larger problems than slow enrollment, dropped coverage, and more expensive plans.

The hits just keep coming. Every time we think the full depth of the Administration’s incompetence and mendacity has been plumbed, a fresh bombshell revelation detonates.

Here’s a new report from the mainstream media’s most persistent Obama gadfly, Sharyl Attkisson, in which we learn the exchange system failed hundreds of tests administered by employees of the Centers for Medicare and Medicaid Services. These were the simplest sort of “beta” tests, the kind of thing I used to do all the time in my IT career. You plug in some simple manufactured data and see if the system can swallow it and regurgitate on command.

The tests were postponed until late September – an early warning sign of disaster that was kept hidden from the American people. When they finally occurred, they were a complete failure. The system “ground to a halt,” “froze,” and “crashed” under the lightest and most rudimentary data entry by a tiny pool of CMS testers.

“It was unequivocally clear from testing this wasn’t ready,” was the conclusion forwarded to HHS Secretary Kathleen Sebelius… who serenely ignored these desperate warnings and launched anyway. And worse, the head of CMS said the site’s issues “did not show up in testing” during testimony on Tuesday.

Attkisson is carefully willing to allow for the possibility that this was incompetence on a cosmic scale, rather than perjured testimony, by suggesting CMS honcho Marilyn Tavenner might simply have been completely unaware that several rounds of testing resulted in red-alert warnings from her own agency. I find that rather difficult to believe, and I suspect the redoubtable Ms. Attkisson does, too. But a lot of unbelievable things have been happening lately, haven’t they?

At the very least, this makes mincemeat of the last quivering chunks of that stupid “so popular we couldn’t keep up with demand!” excuse peddled by the Administration for the ObamaCare crash, and should serve as another mortal blow to both the Affordable Care Act and the Democrats’ entire philosophy of super-intelligent central planning by an all-wise, supremely capable government.
