Democrats today blocked a bill to defund the Planned Parenthood baby organ harvesting industry today.

The Senate voted 53-46 on the cluture motion failing to get the 60 needed to move the bill forward.

Senate Majority leader Mitch McConnell led the effort to keep Planned Parenthood funding by blocking an amendment to the Highway Bill by Mike Lee to defund the abortion harvesting group.

The move by McConnell made it necessary for conservatives to get 60 votes today for their bill.

They could only muster 53 votes.

Senate Democrats today defeated an effort to revoke taxpayer funding for the Planned Parenthood abortion business by filibustering the bill and preventing a vote on it. Republicans were unable to secure the 60 voted needed to invoke cloture and stop debate on the bill, allowing an up or down vote.

The legislation follows four shocking videos that have caught Planned Parenthood doctors discussing and arranging the sale of body parts of aborted babies.

The Senate voted 53-46 on the cloture motion – failing to get the 60 votes needed to stop the Democratic filibuster against the de-funding measure. had the cloture vote been approved and the bill passed, and should the House pass its own bill to de-fund Planned Parenthood, President Barack Obama said he would veto the measure.

With the Senate voting against de-funding, attention now turns to attempts to de-fund Planned Parenthood via the budget process. Already, 18 House Republicans have said they will not allow passage of any essential bills to fund the federal government if such bills do not include language de-funding Planned Parenthood.

Attention will also now turn to Congressional and state efforts to investigate Planned Parenthood’s sale of body parts from aborted babies and state-level efforts to de-fund Planned Parenthood further.

On Tuesday pro-lifers in more than 50 cities – and counting – will be rallying against Planned Parenthood under the banner of #WomenBetrayed in response to the gruesome undercover investigative videos released by the Center for Medical Progress over the past two weeks.

Two Planned Parenthood senior medical officials were exposed as they explained how the taxpayer funded organization performs abortions in such a way as to harvest aborted babies’ body parts to sell them to biomedical companies.

National pro-life group Students for Life of America (SFLA) and its partner organization Pro-Life Future have launched the #WomenBetrayed initiative which urges citizens across the nation to rally to demand their states investigate, prosecute and defund Planned Parenthood.

According to a press release, SFLA chose the title of the initiative, #WomenBetrayed, because “Planned Parenthood has betrayed the very patients – women and their children – who they claim to care about and have compassion for.”

“Women are supposed to help and support other women – not use them for profit and sell the body parts of their prenatal children,” said Kristan Hawkins, SFLA president. “Planned Parenthood gets a half a billion a year in taxpayer dollars. We are calling on every state and federal government to cut off those funds immediately and investigate Planned Parenthood for possible wrongdoing.”

In the first video from the Center for Medical Progress, Planned Parenthood senior medical director Dr. Deborah Nucatola discussed how she “crushes” certain parts of the baby in order to get desired organs intact to be available for sale to biomedical companies. A second video exposes another Planned Parenthood senior medical adviser appearing to negotiate the price of selling baby body parts to undercover citizen journalists she believed to be biomedical entrepreneurs.

According to SFLA, the content of these latest videos is “only the latest infraction in a long list of horrific behaviors, including the covering up of statutory rape, the overbilling taxpayers, the aiding and abetting sex traffickers, scheduling sex-selective abortions and accepting money to abort African American children.”

“Planned Parenthood had a net profit of $127 million in 2013-2014,” Hawkins continued. “Let them fundraise and support themselves like any other business in the country that isn’t deceiving women and making money off of taking the lives of the most vulnerable and selling their body parts.”

Brendan O’Morchoe, Director of Pro-Life Future, said the #WomenBetrayed initiative is proving successful.

“Within days of announcing the national rallies to our supporters, we already have over 50 cities who will be hosting a local rally to defund Planned Parenthood,” he said. “The outrage against taxpayer dollars funding Planned Parenthood is palpable. This is the time to defund them and Americans are going to make their voices heard on July 28.”

Retired pediatric neurosurgeon and 2016 GOP presidential candidate Ben Carson will be the featured speaker Tuesday at the Washington, D.C. #WomenBetrayed rally to defund Planned Parenthood.

To date, some 60 cities are confirmed as holding rallies – all of which have been coordinated by the nation’s largest organization of pro-life millennials, Students for Life of America (SFLA) and its partner organization Pro-Life Future. The rallies urge citizens across the nation to demand their states investigate, prosecute and defund Planned Parenthood.

The Washington, D.C. rally will be held on Capitol Hill.

In addition to Carson, other speakers scheduled include Sen. James Lankford (R-OK), Rep. Marsha Blackburn (R-TN), Rep. Chris Smith, Rep. Andy Harris (R-MD), Rep. Tim Huelskamp (R-KS), and other national pro-life leaders. Blackburn led 135 Republican House members in a formal request to U.S. Attorney General Loretta Lynch for an immediate investigation into Planned Parenthood’s practices of harvesting the body parts of aborted babies for sale to biomedical companies.

In an email to SFLA supporters, president Kristan Hawkins invited them to participate in their local rallies, most of which will be held at 12:00 noon local time in the cities located at the #WomenBetrayed website.

“It’s time to stop the more than $500 million taxpayer dollars that flow to the abortion Goliath every year,” Hawkins said. “It’s the time for us to reach their would-be clients first to tell them the truth about Planned Parenthood’s motives. It’s time to topple the first domino in our mission to end abortion in America.”

White House spokesman Josh Earnest said Monday that President Barack Obama will block a government budget bill if the GOP denies him the funds needed to provide amnesty to millions of illegal immigrants.

“Yes,” Earnest said when asked by ABC News reporter Jonathan Karl if Obama would veto a government-wide budget that defunded the amnesty program.

If Obama blocks the budget to help the illegals, large sections of the federal government would shut down on Dec. 12.

Excerpted from Freedom Outpost – “Clearly, any family may be visited by federally paid agents for almost any reason.” According to an Obamacare provision millions of Americans will be targeted. The Health and Human Services’ website states that your family will be targeted if you fall under the “high-risk” categories below:

Families where mom is not yet 21. Families where someone is a tobacco user. Families where children have low student achievement, developmental delays, or disabilities. Families with individuals who are serving or formerly served in the armed forces, including such families that have members of the armed forces who have had multiple deployments outside the United States. There is no reference to Medicaid being the determinant for a family to be “eligible.”

In 2011, the HHS announced $224 million will be given to support evidence-based home visiting programs to “help parents and children.” Individuals from the state will implement these leveraging strategies to “enhance program sustainability.” Constitutional attorney and author Kent Masterson Brown states, “This is not a “voluntary” program. The eligible entity receiving the grant for performing the home visits is to identify the individuals to be visited and intervene so as to meet the improvement benchmarks.

A homeschooling family, for instance, may be subject to “intervention” in “school readiness” and “social-emotional developmental indicators.” A farm family may be subject to “intervention” in order to “prevent child injuries.” The sky is the limit. Although the Obama administration would claim the provision applies only to Medicaid families, the new statute, by its own definition, has no such limitation. Intervention may be with any family for any reason. It may also result in the child or children being required to go to certain schools or taking certain medications and vaccines and even having more limited – or no – interaction with parents.

The federal government will now set the standards for raising children and will enforce them by home visits.” Part of the program will require massive data collecting of private information including all sources of income and the amount gathered from each source. A manual called Child Neglect: A Guide for Prevention, Assessment, and Intervention includes firearms as potential safety hazard and will require inspectors to verify safety compliance and record each inspection into a database. Last session South Carolina Rep. Bill Chumley introduced a bill, H.3101 that would nullify certain provisions of Obamacare.

The bill would give the state attorney general the authority to authorize law enforcement to arrest federal agents for trespassing. It would make forced home inspections under Obamacare illegal in South Carolina. It passed in the House but died in the senate. Kent Brown and Rep. A BILL

To prohibit the funding of the Patient Protection and Affordable Care Act.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the `Defund Obamacare Act of 2013′.

SEC. 2. PROHIBITION ON FUNDING.

(a) In General- Notwithstanding any other provision of law, no Federal funds shall be made available to carry out any provisions of the Patient Protection and Affordable Care Act (Public Law 111-148) or title I and subtitle B of title II of the Health Care and Education Reconciliation Act of 2010 (Public Law 111-152), or of the amendments made by either such Act.

(b) Limitation- No entitlement to benefits under any provision of the Patient Protection and Affordable Care Act (Public Law 111-148) or title I and subtitle B of title II of the Health Care and Education Reconciliation Act of 2010 (Public Law 111-152), or the amendments made by either such Act, shall remain in effect on and after the date of the enactment of this Act, nor shall any payment be awarded, owed, or made to any State, District, or territory under any such provision.

(c) Unobligated Balances- Notwithstanding any other provision of law, all unobligated balances available under the provisions of law referred to in subsection (a) are hereby rescinded.

POLICY AND TECHNICAL

“What do you mean by defunding Obamacare?”

Defunding Obamacare means attaching a legislative rider to a “must pass” bill (debt limit, annual spending bill, etc.) that 1) prohibits any funds from being spent on any activities to implement or enforce Obamacare; 2) rescinds any unspent balances that have already been appropriated for implementation; and 3) turns off the exchange subsidy and new Medicaid spending that are on auto-pilot.

“There is no such thing as defunding Obamacare.”

That is a false statement. Congressmen who assert this are either asserting that funding is not being spent to implement Obamacare (false) or that a defund amendment cannot technically be executed (again, false). Defunding Obamacare can be done, and it has been attempted by the House of Representatives recently. For instance, in 2011, after gaining the majority, the Republican House included such a defunding provision on the continuing spending resolution (HR 1) when the bill first passed the House. The provision was later discarded in negotiations with the President and the Senate, but the effort began with promise.

“What is the urgency to defund Obamacare now?”

On January 1, 2014, Obamacare’s new main entitlements – the Medicaid expansion and the exchange subsidies – are scheduled to take effect. Open enrollment for both programs begins on October 1, 2013, at the start of the new fiscal year. According to the Congressional Budget Office (CBO), the federal government will spend $48 billion in 2014 – and nearly $1.8 trillion through 2023 – on these new entitlement programs. Also on January 1, Americans will be forced by their government to buy a product – health insurance – for the first time ever. Individuals and families who don’t comply will be penalized by tax penalties administered through the Internal Revenue Service (IRS). The Obama Administration has requested over $400 million in funding and nearly 2,000 bureaucrats for the IRS to implement the individual mandate and 46 other statutory provisions in the law. Within the Administration, the blizzard of Obamacare rules and regulations continues apace. Regulators have now written over 20,000 pages of Obamacare-related rules and notices in the Federal Register. Many of these regulations will increase the cost of insurance; CBO concluded Obamacare would raise individual health insurance premiums by $2,100 per year.

“Isn’t defunding Obamacare impossible because most of the funding is ‘mandatory’ (or on ‘auto-pilot’) and cannot be amended via the annual appropriations process?”

No. According to the nonpartisan Congressional Research Service (CRS), the Department of Health and Human Services (HHS) and the IRS, “will incur substantial administrative costs to implement the law’s private insurance reforms and its changes to the federal health care programs.” And while Obamacare provided $1 billion in mandatory implementation funding when it was enacted, HHS projects that this is largely spent. According to CRS, Obamacare “administrative costs will have to be funded through the annual discretionary appropriations.” Furthermore, annual appropriations bills routinely carry funding limitations to block all sorts of activities (for example, the Hyde Amendment), as well make changes to mandatory spending. These latter provisions are called “changes in mandatory program spending” (CHIMPS). Even if these riders were not so common-place, the stakes of so many provisions of Obamacare scheduled to take effect would present grounds for an exception.

“Isn’t defunding impossible because there is not a specific funding stream for Obamacare? Funding is embedded throughout the federal government and not specifically designated.”

No. Congress is aware of all of the programs that fund Obamacare because CRS has provided such a list and the Appropriations Committees are well-versed in the funding intricacies of the law. However, a blanket prohibition against funding all activities associated with implementing the law is all that is needed to halt implementation. Each program does not have to be specifically defunded.

POLITICAL AND STRATEGIC

“My Congressman supports repealing Obamacare but not defund….”

It is wonderful that Congressmen support repealing Obamacare, but it’s not enough. The House has had numerous votes to repeal Obamacare, but the chances of statutorily repealing the law decreased once President Obama won a second term. Conservatives cannot wait another three-and-a-half years to begin dismantling Obamacare; they need to leverage current opportunities to defund Obamacare on “must-pass” spending bills.

“Since Obamacare is the President’s ‘signature achievement’ won’t he veto any effort to defund the program? Why should conservatives make this the focus of their anti-Obamacare efforts?”

There is a critical window of opportunity to stop the flow of funding for Obamacare from now until October 1, 2013, when the new fiscal year begins. It is during the same window that the President and Congress must pass bills to fund the government for the coming year. It is entirely appropriate for conservative members of Congress to use this opportunity to say, “No more funding for Obamacare!” and wage a serious and determined fight. If the Republican House girds for this fight – and wins the national argument with the urgency coming from a number of scheduled implementation dates and the law’s rising unpopularity – President Obama will be forced to compromise.

“If you don’t have the votes for a statutory repeal, why would you think you can get the votes to defund Obamacare?”

The Constitution grants the House of Representatives the ultimate “power of the purse.” If Congress chooses not to fund Obamacare activities for the upcoming fiscal year, the Obama Administration cannot act to implement the law. The President’s party does not control the House of Representatives, which must originate debt limit and spending bills to fund the government. And the House Republican Majority was elected in 2010, on the basis of its platform against Obamacare.

“Won’t adding a provision to defund Obamacare to a ‘must-pass’ appropriations bill lead to a government shutdown?”

Obviously, this will set up a major political confrontation with President Obama, but it is the sort of conflict that will allow conservatives in the House of Representatives to remind the American people that the worst aspects of Obamacare are about to take hold and a defunding rider is the only thing standing in the way.

If House Republicans insist on defunding Obamacare, it is possible that the Obama Administration will shut the government down. This would not be the end of the world, and it needs to be an option. President Clinton shut the government down in 1995, by refusing to sign legislation to fund the government. While most pundits in Washington DC believe that this was a catastrophic political failure for Republicans, it is a fact that the House Republicans maintained their majority in 1996, even with a popular president of another party on the ticket. And their willingness to not accept all of Clinton’s demands was crucial towards eventually balancing the budget and reforming welfare. The nation can no longer afford for conservatives to leave political leverage on the table.

“Shouldn’t Obamacare opponents focus instead on repealing pieces of the law where there is bipartisan support – for example, the medical device tax or the IPAB – in order to reinforce the fact that Obamacare is not set in stone and make its supporters take hard votes?”

Washington is filled with special interest groups lobbying everyday to secure a “fix” for the part of Obamacare that affects their industry. There is no “fix” for this law and every time Congress caves to a special interest and makes the law “better” for that group, a little less momentum exists for full and final defunding or repeal. “Fix” votes also give Obamacare supporters every opportunity to appear reasonable and willing to fix the worst excesses of the law. The grim reality is that if the opponents of Obamacare are not willing to use every bit of political leverage at their disposal – a Republican majority in the House of Representatives, mostly made up of Congressmen from safe seats with constituents who strongly object to Obamacare – to halt implementation of the law, then it will be set in stone. There is simply no more time, particularly as the massive exchange subsidies are made available and the Medicaid expansion takes effect.
