According to a new investigative report from CBS4, two TSA screeners have been fired from their jobs at Denver International Airport after one of them admitted to manipulating the system to allow one of them to grope the genitals of male passengers he found attractive. The alleged incidents occurred about a dozen times over the past year.

“He related that when a male he finds attractive comes to be screened by the scanning machine he will alert another TSA screener to indicate to the scanning computer that the party being screened is a female,” a law enforcement report reads. “When the screener does this, the scanning machine will indicate an anomaly in the genital area and this allows (the male TSA screener) to conduct a pat-down search of that area.”

The TSA first learned of the scheme last November, but did not take action until months later when a supervisor caught the employees in the act. When confronted, the female agent “admitted that she has done this for (the male TSA officer) at least 10 other times” and “knew that doing so would allow (the male TSA officer) to perform a pat down on a male passenger that (the male TSA screener) found attractive.”

“These alleged acts are egregious and intolerable,” a TSA spokesperson said in a statement. “TSA has removed the two officers from the agency. All allegations of misconduct are thoroughly investigated by the agency. And when substantiated, employees are held accountable.”

Notably, CBS requested surveillance video of the known groping incident for its report but was denied.

In September 2013, Jeri Wright, daughter of Reverend “God Damn America” Wright, and 12 other Democrats were charged with embezzling $16 million in Federal health grants that should have gone to AIDS charities and other programs for the poor and needy.

More than one of the defendants had direct ties to President Barack Obama.

In March 2014 Reverend Jeremiah Wright’s daughter Jeri was found guilty on eleven counts that included money laundering and lying to federal agents.

This week US District Judge Sue E. Myerscough sent Jeri Wright to prison.

The Chicago Sun-Times reported:

Jeri L. Wright, the daughter of President Barack Obama’s former pastor, is headed to jail after a federal judge on Monday revoked a deal that allowed her to remain free as she awaits sentencing on a money-laundering conviction.

U.S. District Judge Sue E. Myerscough ruled that there was probable cause to believe that Wright committed a theft while she was free on bail and ordered Wright detained by U.S. marshals in Springfield, according to Sharon Paul, a spokeswoman for the U.S. attorney’s office in the Central District of Illinois.

Wright’s attorney, Victor P. Henderson, could not immediately be reached for comment.

Mexican Military Helicopter Enters U.S. Airspace; Opens Fire On Border Patrol Agents

According to a local news report from KVOA News 4 out of Tucson, Arizona, at least one Mexican military helicopter crossed into the United States early Thursday morning, shot at Border Patrol agents using lethal force and then flew back to Mexico. Once the helicopter was back on the ground in Mexico, an apology was issued.

“The incident occurred after midnight and before 6 a.m. Helicopter flew into the U.S. and fired on two U.S. Border Patrol agents. The incident occurred west of the San Miguel Gate on the Tohono O’odham Indian Nation,” Border Patrol Tucson Sector Union President Art del Cueto told KVOA News 4 in a statement. “The agents were unharmed. The helicopter went back into Mexico. Mexico then contacted U.S. authorities and apologized for the incident.”

U.S. Border Patrol Spokesperson Andy Adame issued a similar statement and said the incident is under investigation.

According to a recent story in the Washington Times, armed Mexican soldiers regularly cross over into the United States, which prompt stand offs and altercations with U.S. Border Patrol agents.

According to Homeland Security numbers, there have been 300 incursions by Mexican police or troops since Jan. 1, 2004. The Mexicans were armed in slightly more than half of those incidents, totaling 525 people. There was a verbal or physical altercation between U.S. authorities and the Mexicans in 81 instances – totaling 320 Mexican police or troops.

Despite those regular occurences, the use of force in this case against U.S. Border Patrol agents is highly concerning. An immediate explanation is in order from the Mexican government.

Meanwhile, Marine Sgt. Andrew Tahmooressi is still rotting in a Mexican jail.

Former Border Patrol Agents Claim Current Flood Of Illegal Alien Children Orchestrated By Obama Regime

An organization of former Border Patrol agents Wednesday charged that the federal government, under the administration of President Obama, is deliberately arranging for a flood of immigrant children to arrive in America for political purposes.

“This is not a humanitarian crisis. It is a predictable, orchestrated and contrived assault on the compassionate side of Americans by her political leaders that knowingly puts minor illegal alien children at risk for purely political purposes,” said the statement released by the National Association of Former Border Patrol Officers.

“Certainly, we are not gullible enough to believe that thousands of unaccompanied minor Central American children came to America without the encouragement, aid and assistance of the United States government,” the officers said.

“Anyone that has taken two six- to seven-year-old children to an amusement park can only imagine the problems associated with bringing thousands of unaccompanied children that age up through Mexico and into the United States.”

Republicans are blaming Obama’s immigration policies for enticing the illegals, particularly the Deferred Action for Childhood Arrivals program launched in 2012, which recently was renewed.

More than 33,000 have been caught in Texas alone over the last eight months, the report said, overwhelming Border Patrol capabilities.

A federal judge even concluded the White House “has simply chosen not to enforce… border security laws.”

FoxNews.com reported this week Arizona Gov. Jan Brewer calls the situation a “creation” of the federal government, and Sen. Jeff Sessions, R-Ala., assigned blame for the “calamity” to Obama.

Fox News reported it had obtained a memo from an official with Customs and Border Protection who said the current policies are serving as an incentive for illegal aliens to sneak into the U.S.

“If the U.S. government fails to deliver adequate consequences to deter aliens from attempting to illegally enter the U.S., the result will be an even greater increase in the rate of recidivism and first-time illicit entries,” said Ronald Vitiello, a deputy Border Patrol chief.

Officials say among Obama’s policies that are attracting illegals is his instructions for “deferred action” for young illegals. Recently, the federal government said it was hunting for lawyers to provide legal help to children who are in the U.S. illegally.

The White House is asking for $1.4 billion more for the illegal-alien children, which by some estimates will grow to 150,000 next year.

The former Border Patrol agents said the campaign is a “political deception,” and the responsibility rests with the political leaders who support “a path to citizenship, regularization or any other form of amnesty for illegal aliens before providing for full protections for national security (jobs and economy) and public safety (the right of the people to be secure in their property and person).”

The officers argue that the non-enforcement of immigration laws is “the next step in becoming a failed state.”

“Yes, our leaders are guilty. However, we are responsible because it is the American voter [who] has placed untrustworthy people in positions of power and kept them there when they have clearly demonstrated that they have violated that public trust.

“These successful con artists are well dressed, attractive and charming,” the statement said.

The officers even questioned whether “this heartless criminal exploitation of Central American infants and children [will] finally awaken Americans to the ruse being foisted upon them by their government, the media and other interested parties.”

“Has America lost her ability to stand up against the tyrants and do what is right rather than what is easy? Obviously, this administration thinks you are as corrupt as they are and will vote them back into office or these young children would not be streaming into America to tug at your hearts and empty your heads of reason,” the statement said.

White House spokesman Josh Earnest this week said the Federal Emergency Management Agency is leading an effort to respond to the illegal alien children arriving in the U.S. He said many are “escaping abuse or persecution” and are being sent to locations in Texas and Oklahoma.

The U.S. government is taking no action on an “unbelievable foray” in which two Mexican soldiers came across the border near Sasabe, Ariz., and held U.S. Border Patrol agents at gunpoint for half an hour, according to a government watchdog organization.

Judicial Watch said that after the 35-minute “tense confrontation,” Jan. 26, the Mexican soldiers retreated south across the border “as if nothing ever happened, and the Obama administration just let it slide.”

Judicial Watch, which keeps an eye on government behavior, such as the mega-million dollar vacations for the Obamas, said that incident was , which obtained government documents with details of the incident.

According to a Border Patrol foreign military incursion report and a letter from Border Protection Commissioner R. Gil Kerlikowske, the Mexican soldiers retreated when the U.S. agents drew their weapons and summoned assistance.

The report said the Mexicans “misidentified themselves to border agents, claiming to be pursuing drug smugglers.”

Judicial Watch said, however, the Mexican soldiers aren’t chasing drug smugglers but instead are protecting cartels as they transport their cargo into the U.S. through the desert.

The incident, said Judicial Watch, is just the latest in a long string of incursions by the Mexican military into the U.S.

Records from the Department of Homeland Security show Mexican military incursions occur often and go unpunished by the U.S., Judicial Watch said.

The problem has only gotten worse over the years.

DHS documents reveal 226 incursions by Mexican government personnel into the U.S. occurred between 1996 and 2005. In 2007 alone, there were 25 incursions.

The fact that guns were drawn makes the January incident one of the most serious incursions in recent years, the Times said.

The report said Mexican embassy officials denied soldiers were involved. But they changed their story later to say the camouflage-wearing personnel were “part of a counter-narcotics operation.”

Mexican officials told the newspaper soldiers from both countries occasionally cross the border, and “both countries understand that this is something that happens as part of normal activities.”

U.S. officials in the Mexico City embassy said the incursions by the military are “unintentional,” and Kerlikowske announced no action was needed.

But Judicial Watch previously has documented Mexican police officers who had been warned not to enter the U.S. crossed the border and “arrested” two subjects.

During that incident, the officers also “threw rocks at a group of people.”

Judicial Watch described another previous incident in which a resident of Arivaca, Ariz., saw five men land a helicopter and get out, dressed in black and wearing masks and body armor.

“They had the word ‘Mexico’ on their sleeves and on the back of their shirts was some lettering starting with the letter ‘A.’ Three of the men had automatic fire rifles and the other two were armed with pistols.”

They eventually left.

Judicial Watch also cited another case: “A few years ago police in Phoenix, Ariz., reported that three members of Mexico’s army conducted a violent home invasion and assassination operation that killed one person and littered a neighborhood with gunfire. The Mexican military officers were hired by one of that country’s renowned drug cartels to carry out the deadly operation, according to Phoenix police officials, who confirmed the soldiers were armed with AR-15 assault rifles and dressed in military tactical gear.”

Obama’s DHS Instructs Border Agents To Run Away From Illegals Who Attack Them With Rocks

Top administration officials have directed 21,000 border patrol officers to retreat whenever illegal immigrants throw rocks at them, and to avoid getting in front of foreign drug-smugglers’ vehicles as they head north with their drug shipments.

“Agents shall not discharge firearms in response to thrown or hurled projectiles… agents should obtain a tactical advantage in these situations, such as seeking cover or distancing themselves,” said the instructions, issued Mar. 7, under the signature of Michael Fisher, chief of U.S. Border Patrol.

Agents were also directed to keep their weapons holstered when drug smugglers drive by.

Agents can’t use guns against “a moving vehicle merely fleeing from agents,” say the instructions.

The new instructions do allow agents to use guns to defend themselves from vehicles that drive at them. “Agents shall not discharge their firearms at a moving vehicle unless the agent has a reasonable belief that… deadly force is being used against an agent,” the new instructions say.

However, the instructions also suggest that officers be penalized if they don’t step back. Agents “should not place themselves in the path of a motor vehicle or use their body to block a vehicles’s path,” according to new instructions.

The new curbs were praised by advocates for greater immigration, including Juanita Molina, director of the Border Action Network. New Jersey Democratic Sen. Robert Menendez, and Democratic Rep. Zoe Lofgren, according to the Los Angeles Times.

Menendez is one of the drafters of the June 2013 Senate immigration bill, which would boost the inflow of legal immigrants and guest workers up to 40 million over the next decade. During the same period, roughly 40 million Americans will turn 18.

The new rules were issued at the direction of Jeh Johnston, the new head of the Department of Homeland Security.

The rules match the recommendation of a report by an advocacy group that wants to reduce policing of illegal immigration.

The report by the Police Executive Research Forum was commissioned by DHS, and it said border agents should be barred from standing in front of smugglers’ vehicles or from shooting at people who are attacking them with rocks.

The commissioned report was challenged by mid-level DHS officials, who argued that the rules barring self-defense from rock-throwers “could create a more dangerous environment [especially for agents operating] in rural or desolate areas, often alone, where concealment, cover and egress is not an option,” according to a report in the Los Angeles Times.

But Johnston overrode the internal response, and forced the implementation of the advocacy groups’ recommendations.

The PERF report was commissioned by top DHS leaders after advocates said law-enforcement agents had killed roughly seven people a year along the 1,933-mile border in 2010, 2011 and 2012. The shootings came during 67 clashes with a huge stream of armed drug-smugglers and illegal immigrants.

Three U.S. border guards have been killed in recent years, including one who was shot during a clash with drug smugglers carrying AK-47 assault weapons.

In a Friday news conference, Fisher told reporters that agents would be equipped with short-range tasers and pepper spray, plus medium-range pellet guns, to deter attacks.

But he also admitted that agents have been attacked 6,000 times since 2007. They’ve been “assaulted by rocks” 1,713 times since 2010, and have responded with deadly force only 43 times, he said.

The agents killed only 10 drug-smugglers and other attackers during the same three-year period, Fisher said.

The Justice Department will significantly expand its definition of racial profiling to prohibit federal agents from considering religion, national origin, gender and sexual orientation in their investigations, a government official said Wednesday.

The move addresses a decade of criticism from civil rights groups that say federal authorities have in particular singled out Muslims in counterterrorism investigations and Latinos for immigration investigations.

The Bush administration banned profiling in 2003, but with two caveats: It did not apply to national security cases, and it covered only race, not religion, ancestry or other factors.

Since taking office, Attorney General Eric H. Holder Jr. has been under pressure from Democrats in Congress to eliminate those provisions. “These exceptions are a license to profile American Muslims and Hispanic-Americans,” Senator Richard J. Durbin, Democrat of Illinois, said in 2012.

President George W. Bush said in 2001 that racial profiling was wrong and promised “to end it in America.” But that was before the terrorist attacks of Sept. 11. After those attacks, federal agents arrested and detained dozens of Muslim men who had no ties to terrorism. The government also began a program known as special registration, which required tens of thousands of Arab and Muslim men to register with the authorities because of their nationalities.

The National Border Patrol Council has come forward to reveal to the American public once again management practices that could be risking the lives of Americans – and the lives of illegal immigrants.

Shawn Moran, Vice President of the National Border Patrol Council, spoke exclusively with Breitbart News and claimed that Border Patrol management has begun the practice of ordering Border Patrol Agents to stand down and cease pursuing drug smugglers, human smugglers and traffickers, and illegal aliens. He also warned it could lead to illegal aliens entering the country from nations associated with terrorism.

“It doesn’t matter whether it’s drugs, bodies, or how large the group is, our agents are being ordered to stand down by Border Patrol management,” said Moran. “I have received reports from our agents in every single sector from San Diego to the Rio Grande Valley in Texas that they are receiving these orders.”

“They are not being relieved in place, they are simply being told that someone else is being dispatched, but none of us have seen that occur,” he explained. “We are simply being ordered to stand down and stop tracking and trying to apprehend the criminals.” He discussed the importance of agents being relieved in place when tracking an individual or group.

“Border Patrol senior leadership says the stand downs are a means of addressing budgetary shortfalls and making sure agents aren’t working longer shifts,” Moran said. “The Border Patrol has a larger budget than ever, but the agents on the ground have not seen the benefits of an increased budget. The increased budget has not trickled down to the men and women with their boots on the ground.”

“They are placing the budgetary concerns before the security of our border,” Moran stated. “We have situations where top-level bureaucrats in the U.S. Border Patrol and in the Customs and Border Protection Agency are receiving massive bonuses – some up to $64,000 – for finding ways to reduce the pay Border Patrol Agents receive.”

“Groups that are outside of human trafficking, human smuggling, and drug smuggling are going to exploit these stand down orders as well, not only cartels but illegal aliens from nations that are tied to terrorism,” he warned.

In an open letter to the public in late July, several retired Border Patrol agents wrote on behalf of the National Association of Former Border Patrol Officers to warn that Mexican drug cartels are actively operating inside the United States spending millions every year to try to build their networks here. They argued that American politicians are protecting their activities as well.

“Transnational criminal enterprises have annually invested millions of dollars to create and staff international drug and human smuggling networks inside the United States; thus it is no surprise that they continue to accelerate their efforts to get trusted representatives in place as a means to guarantee continued success,” the Border Patrol agents wrote.

“We must never lose sight of the fact that the United States is the market place for the bulk of transnational criminal businesses engaged in human trafficking and the smuggling, distribution and sale of illegal drugs. Organized crime on this scale we are speaking about cannot exist without political protection.”

Gene Wood, a retired Border Patrol agent who once ran the agency’s San Diego station; William Glenn, a retired Border Patrol southwest region Chief Intelligence Agent; and Claude Guyant, another retired Border Patrol agent who served in leadership positions throughout the agency in his time there, all signed the letter.

“Most heroin, cocaine, meth, and marijuana marketed in the United States is produced outside of our country, and then smuggled into the United States,” they wrote. “The placement of trusted foreign employees inside the United States is imperative to insure success in continuing to supply the demand, and returning the profits to the foreign organization. Members of these vicious transnational crime syndicates are already well established in more than 2,000 American cities and their numbers are increasing as networks expand and demands accelerate. These transnational criminals present a real and present danger to all Americans, and they live among us.”

As Breitbart News’ Brandon Darby reported on Wednesday, cartels are recruiting American teens, prison gang members and military members to become assassins for their organizations.

After they have been recruited and become part of these transnational criminal organizations, according to the former Border Patrol agents, those teens “are absolutely controlled and totally committed members of foreign drug cartels who have demonstrated an ability and willingness to follow the business model of criminal enterprise which is simply to supply the demand for illegal drugs and aliens in the United States and return the profits to their handlers abroad, at any cost.”

“Sanctuary cities established throughout the United States discourage even the most basic law enforcement initiatives within their boundaries against these predatory criminals,” they wrote. “Encouraged by Congress and a disinterested mainstream news media, these havens deny the American public their constitutional right to national security and public safety while providing relative safety for dangerous foreign criminals.”

The retired Border Patrol agents called on Congress to abandon efforts to grant amnesty to illegal aliens because passing an amnesty would be akin to abetting the drug cartels.

“Congress must abandon their focus on rewarding illegal behavior for millions of persons by the grant of amnesty in favor of protecting American citizens who suffer daily at the hands of these seasoned criminals,” they wrote. “To do otherwise makes a mockery of our laws, and encourages countless millions more from around the globe to do the same. Transnational organized crime nationwide has flourished under these conditions.”

A secretive U.S. Drug Enforcement Administration unit is funneling information from intelligence intercepts, wiretaps, informants and a massive database of telephone records to authorities across the nation to help them launch criminal investigations of Americans.

Although these cases rarely involve national security issues, documents reviewed by Reuters show that law enforcement agents have been directed to conceal how such investigations truly begin – not only from defense lawyers but also sometimes from prosecutors and judges.

The undated documents show that federal agents are trained to “recreate” the investigative trail to effectively cover up where the information originated, a practice that some experts say violates a defendant’s Constitutional right to a fair trial. If defendants don’t know how an investigation began, they cannot know to ask to review potential sources of exculpatory evidence – information that could reveal entrapment, mistakes or biased witnesses.

“I have never heard of anything like this at all,” said Nancy Gertner, a Harvard Law School professor who served as a federal judge from 1994 to 2011. Gertner and other legal experts said the program sounds more troubling than recent disclosures that the National Security Agency has been collecting domestic phone records. The NSA effort is geared toward stopping terrorists; the DEA program targets common criminals, primarily drug dealers.

“It is one thing to create special rules for national security,” Gertner said. “Ordinary crime is entirely different. It sounds like they are phonying up investigations.”

THE SPECIAL OPERATIONS DIVISION

The unit of the DEA that distributes the information is called the Special Operations Division, or SOD. Two dozen partner agencies comprise the unit, including the FBI, CIA, NSA, Internal Revenue Service and the Department of Homeland Security. It was created in 1994 to combat Latin American drug cartels and has grown from several dozen employees to several hundred.

Today, much of the SOD’s work is classified, and officials asked that its precise location in Virginia not be revealed. The documents reviewed by Reuters are marked “Law Enforcement Sensitive,” a government categorization that is meant to keep them confidential.

“Remember that the utilization of SOD cannot be revealed or discussed in any investigative function,” a document presented to agents reads. The document specifically directs agents to omit the SOD’s involvement from investigative reports, affidavits, discussions with prosecutors and courtroom testimony. Agents are instructed to then use “normal investigative techniques to recreate the information provided by SOD.”

A spokesman with the Department of Justice, which oversees the DEA, declined to comment.

But two senior DEA officials defended the program, and said trying to “recreate” an investigative trail is not only legal but a technique that is used almost daily.

A former federal agent in the northeastern United States who received such tips from SOD described the process. “You’d be told only, ‘Be at a certain truck stop at a certain time and look for a certain vehicle.’ And so we’d alert the state police to find an excuse to stop that vehicle, and then have a drug dog search it,” the agent said.

“PARALLEL CONSTRUCTION

After an arrest was made, agents then pretended that their investigation began with the traffic stop, not with the SOD tip, the former agent said. The training document reviewed by Reuters refers to this process as “parallel construction.”

The two senior DEA officials, who spoke on behalf of the agency but only on condition of anonymity, said the process is kept secret to protect sources and investigative methods. “Parallel construction is a law enforcement technique we use every day,” one official said. “It’s decades old, a bedrock concept.”

A dozen current or former federal agents interviewed by Reuters confirmed they had used parallel construction during their careers. Most defended the practice; some said they understood why those outside law enforcement might be concerned.

“It’s just like laundering money – you work it backwards to make it clean,” said Finn Selander, a DEA agent from 1991 to 2008 and now a member of a group called Law Enforcement Against Prohibition, which advocates legalizing and regulating narcotics.

Some defense lawyers and former prosecutors said that using “parallel construction” may be legal to establish probable cause for an arrest. But they said employing the practice as a means of disguising how an investigation began may violate pretrial discovery rules by burying evidence that could prove useful to criminal defendants.

A QUESTION OF CONSTITUTIONALITY

“That’s outrageous,” said Tampa attorney James Felman, a vice chairman of the criminal justice section of the American Bar Association. “It strikes me as indefensible.”

Lawrence Lustberg, a New Jersey defense lawyer, said any systematic government effort to conceal the circumstances under which cases begin “would not only be alarming but pretty blatantly unconstitutional.”

Lustberg and others said the government’s use of the SOD program skirts established court procedures by which judges privately examine sensitive information, such as an informant’s identity or classified evidence, to determine whether the information is relevant to the defense.

“You can’t game the system,” said former federal prosecutor Henry E. Hockeimer Jr. “You can’t create this subterfuge. These are drug crimes, not national security cases. If you don’t draw the line here, where do you draw it?”

Some lawyers say there can be legitimate reasons for not revealing sources. Robert Spelke, a former prosecutor who spent seven years as a senior DEA lawyer, said some sources are classified. But he also said there are few reasons why unclassified evidence should be concealed at trial.

“It’s a balancing act, and they’ve doing it this way for years,” Spelke said. “Do I think it’s a good way to do it? No, because now that I’m a defense lawyer, I see how difficult it is to challenge.”

CONCEALING A TIP

One current federal prosecutor learned how agents were using SOD tips after a drug agent misled him, the prosecutor told Reuters. In a Florida drug case he was handling, the prosecutor said, a DEA agent told him the investigation of a U.S. citizen began with a tip from an informant. When the prosecutor pressed for more information, he said, a DEA supervisor intervened and revealed that the tip had actually come through the SOD and from an NSA intercept.

“I was pissed,” the prosecutor said. “Lying about where the information came from is a bad start if you’re trying to comply with the law because it can lead to all kinds of problems with discovery and candor to the court.” The prosecutor never filed charges in the case because he lost confidence in the investigation, he said.

A senior DEA official said he was not aware of the case but said the agent should not have misled the prosecutor. How often such misdirection occurs is unknown, even to the government; the DEA official said the agency does not track what happens with tips after the SOD sends them to agents in the field.

The SOD’s role providing information to agents isn’t itself a secret. It is briefly mentioned by the DEA in budget documents, albeit without any reference to how that information is used or represented when cases go to court.

The DEA has long publicly touted the SOD’s role in multi-jurisdictional and international investigations, connecting agents in separate cities who may be unwittingly investigating the same target and making sure undercover agents don’t accidentally try to arrest each other.

SOD’S BIG SUCCESSES

The unit also played a major role in a 2008 DEA sting in Thailand against Russian arms dealer Viktor Bout; he was sentenced in 2011 to 25 years in prison on charges of conspiring to sell weapons to the Colombian rebel group FARC. The SOD also recently coordinated Project Synergy, a crackdown against manufacturers, wholesalers and retailers of synthetic designer drugs that spanned 35 states and resulted in 227 arrests.

Since its inception, the SOD’s mandate has expanded to include narco-terrorism, organized crime and gangs. A DEA spokesman declined to comment on the unit’s annual budget. A recent LinkedIn posting on the personal page of a senior SOD official estimated it to be $125 million.

Today, the SOD offers at least three services to federal, state and local law enforcement agents: coordinating international investigations such as the Bout case; distributing tips from overseas NSA intercepts, informants, foreign law enforcement partners and domestic wiretaps; and circulating tips from a massive database known as DICE.

The DICE database contains about 1 billion records, the senior DEA officials said. The majority of the records consist of phone log and Internet data gathered legally by the DEA through subpoenas, arrests and search warrants nationwide. Records are kept for about a year and then purged, the DEA officials said.

About 10,000 federal, state and local law enforcement agents have access to the DICE database, records show. They can query it to try to link otherwise disparate clues. Recently, one of the DEA officials said, DICE linked a man who tried to smuggle $100,000 over the U.S. southwest border to a major drug case on the East Coast.

“We use it to connect the dots,” the official said.

“AN AMAZING TOOL”

Wiretap tips forwarded by the SOD usually come from foreign governments, U.S. intelligence agencies or court-authorized domestic phone recordings. Because warrantless eavesdropping on Americans is illegal, tips from intelligence agencies are generally not forwarded to the SOD until a caller’s citizenship can be verified, according to one senior law enforcement official and one former U.S. military intelligence analyst.

“They do a pretty good job of screening, but it can be a struggle to know for sure whether the person on a wiretap is American,” the senior law enforcement official said.

Tips from domestic wiretaps typically occur when agents use information gleaned from a court-ordered wiretap in one case to start a second investigation.

As a practical matter, law enforcement agents said they usually don’t worry that SOD’s involvement will be exposed in court. That’s because most drug-trafficking defendants plead guilty before trial and therefore never request to see the evidence against them. If cases did go to trial, current and former agents said, charges were sometimes dropped to avoid the risk of exposing SOD involvement.

Current and former federal agents said SOD tips aren’t always helpful – one estimated their accuracy at 60 percent. But current and former agents said tips have enabled them to catch drug smugglers who might have gotten away.

“It was an amazing tool,” said one recently retired federal agent. “Our big fear was that it wouldn’t stay secret.”

DEA officials said that the SOD process has been reviewed internally. They declined to provide Reuters with a copy of their most recent review.

In Wisconsin, yet another example of the government’s overzealous attempts to punish citizens for good-faith interactions with wildlife, even if they’re saving said wildlife. This time, an armed raid to capture and euthanize a fawn at an animal shelter, which was on its way to a wildlife preserve. Government is just a word for things we do together, Bambi:

It was like a SWAT team,” shelter employee Ray Schulze said.

Two weeks ago, Schulze was working in the barn at the Society of St. Francis on the Kenosha-Illinois border when a swarm of squad cars arrived and officers unloaded with a search warrant.

“(There were) nine DNR agents and four deputy sheriffs, and they were all armed to the teeth,” Schulze said.

The focus of their search was a baby fawn brought there by an Illinois family worried she had been abandoned by her mother.

“When it made a little noise, it sounded like it was laughing,” Schulze said.

Schulze videotaped the fawn they named Giggles during the two weeks she was there. The Department of Natural Resources began investigating after two anonymous calls reporting a baby deer at the no-kill shelter.

The warden drafted an affidavit for the search warrant, complete with aerial photos in which he described getting himself into a position where he was able to see the fawn going in and out of the barn.

Agents told staff they came to seize the deer because Wisconsin law forbids the possession of wildlife.

So, they took the deer and killed it. Mercifully, I guess, the state has chosen not to press charges against this animal shelter for the horrible crime of trying to rehabilitate a deer abandoned by its mother in an animal shelter and transfer it to a wildlife preserve in Illinois, where wild deer are permitted by law. Apparently, if the shelter had had a state-issued permit for keeping a wild deer, everything would have been fine, which suggests keeping one is not inherently dangerous, despite that being the Department of Natural Resources’ justification for killing the fawn.

The representative of the animal shelter gave the government far too much credit:

“I was thinking in my mind they were going to take the deer and take it to a wildlife shelter, and here they come carrying the baby deer over their shoulder. She was in a body bag,” Schulze said. “I said, ‘Why did you do that?’ He said, ‘That’s our policy,’ and I said, ‘That’s one hell of a policy.’”

And a government spokesperson literally likened the raid to a drug bust:

“Could you have made a phone call before showing up, I mean, that’s a lot of resources,” WISN 12 News investigative reporter Colleen Henry asked.

“If a sheriff’s department is going in to do a search warrant on a drug bust, they don’t call them and ask them to voluntarily surrender their marijuana or whatever drug that they have before they show up,” Niemeyer said,

The State Department has hired an alarming number of law-enforcement agents with criminal or checkered backgrounds because of a flawed hiring process, a stunning memo obtained by The Post reveals.

The background problems are severe enough that many of the roughly 2,000 agents in State’s Bureau of Diplomatic Security can play only limited roles in agency efforts to police bad conduct and prosecute wrongdoers.

The problems in the bureau are the latest revelation in an exploding scandal that also involves accusations that members of former Secretary of State Hillary Rodham Clinton’s security detail and those of the US ambassador to Belgium solicited prostitutes overseas.

A whistleblower charges that State tried to cover up multiple scandals by removing them from an inspector general’s report.

“Department intakes of new… officers since the hiring surge a decade ago have reportedly been flawed, with ‘mitigation’ of troubling histories including criminal matters,” according to a December 2012 memo to State Deputy Inspector General Harold Geisel from a team leader in the IG’s Office.

The memo goes on to state that the troubling backgrounds can pose a problem if the agents are needed to testify at trials to assist prosecutors.

“Too many people entering the [Diplomatic Security and Information Management] communities end up as subjects of [Special Investigation Division] investigations and HR adjudications, become Giglio-impaired and can play only limited roles thereafter,” according to the memo.

“Giglio” refers to a US Supreme Court case dealing with jury notification that witnesses have made deals with the government to induce testimony.

Some Diplomatic Security field offices “have major problems just waiting to be discovered,” the memo adds.

An IG spokesman said he couldn’t comment on internal documents, but State has said it prosecutes misconduct, and that the internal draft reports contain “unsubstantiated information.”

A 2012 letter to State’s labor-management negotiator from the union for foreign-service agents, also obtained by The Post, asserts a pattern of “questionable tactics and unprofessional conduct” by Diplomatic Security agents.

In one case, aggressive interrogation techniques by Diplomatic Service agents drove an employee to attempt suicide when accused of raping his maid in Bangkok, Thailand, the memo suggests. The employee maintained the sex was consensual.

But after “being told he would end up in a Thai prison, his wife would lose her job and his children would be pulled out of school, [the man] attempted suicide by jumping out of the 16th-story window at a hotel in Bangkok,” said the memo.

“Fortunately, he landed on a tarp on the 10th floor and sustained minor injuries.”“It depends on what team you’re on, whether they like you or not,” he said.

The man was flown back to Washington for in-patient psychiatric care, where the agents continued to harass him, the union charged. The rape charges were ultimately dropped.

The memo sites eight cases involving Diplomatic Security agents who resort to “false, misleading or incomplete statements in reports,” “privacy-act violations” or “lack of objectivity” in investigations.

Cary Schulman, lawyer for former IG investigator-turned-whistleblower Aurelia Fedenisn, said Diplomatic Security agents are “wrongfully overly pursuing some people” but letting other have a “free pass.”
