Obama Implementing ‘Dream Act’ Through The Back Door In Order To Gain Hispanic Voter Support -Daily Caller

President Barack Obama’s administration is quietly offering a quasi-amnesty for hundreds of thousands of illegal aliens, while aiming to win reelection by mobilizing a wave of new Hispanic voters, say supporters of stronger immigration law enforcement.

The new rules were quietly announced Friday with a new memo from top officials at the US Immigration and Customs Enforcement (ICE) agency. The “prosecutorial discretion” memo says officials need not enforce immigration laws if illegal immigrants are enrolled in an education center or if their relatives have volunteered for the US military.

“They’re pushing the [immigration] agents to be even more lax, to go further in not enforcing the law,” said Kris Kobach, Kansas’ secretary of state. “At a time when millions of Americans are unemployed and looking for work, this is more bad news coming from the Obama administration… [if the administration] really cared about putting Americans back to work, it would be vigorously enforcing the law,” said Kobach, who has helped legislators in several states draft local immigration-related laws.

“We think it is an excellent step,” said Laura Vasquez, at the racist, pro-illegal alien group, La Raza, which pushed for the policies, and which is working with other hate groups to register Hispanics to vote in 2012. “What’s very important is how the prosecutorial discretion memo is implemented” on the streets, she said.

The Hispanic vote could be crucial in the 2012 election, because the Obama campaign hopes to offset its declining poll ratings by registering new Hispanic voters in crucial swing states, such as Virginia and North Carolina.

To boost the Hispanic vote, the administration has enlisted support from Hispanic media figures, appointed an experienced Hispanic political operative to run the political side of the Obama reelection campaign, and has maintained close ties to Hispanic advocacy groups, including La Raza. For example, La Raza’s former senior vice president and lobbyist, Cecilia Munoz, was hired by the Obama administration as director of intergovernmental affairs in 2009.

On Friday, officials at ICE announced several new administrative changes to immigration enforcement.

The primary document was the six-page “prosecutorial discretion” memo, which provided new reasons for officials to not deport illegal immigrants.

“When weighing whether an exercise of prosecutorial discretion may be warranted for a given alien, ICE officials, agents and attorneys should consider all relevant factors, including, but not limited to – the circumstances of the person’s arrival in the United States… particularly if the alien came to the United States as a young child; the Person’s pursuit of education… whether the person, or the person’s immediate relative, has served in the U.S. military,” said the memo.

“The factors are extremely broad and very troubling … [it] look like a stealth DREAM Act enforcement through non-enforcement,” said Kobach.

The Development, Relief and Education for Alien Minors Act has been repeatedly rejected by Congress from 2001 to 2010. “The deliberate non-enforcement of our immigration laws in this administration certainly seems politically motivated,” said Kobach, adding “how exactly they expect to win votes by doing this is beyond me.”

On Friday, officials also announced a new advisory panel intended “to implement policies stopping the [deportation and] removal of individuals charged with, but not convicted of, minor traffic offenses who have no other criminal history or egregious immigration violations.”

Advocates for illegal aliens have long argued that police should not deport illegal aliens who are identified following a traffic violation. “It is not a crime to be be here illegally,” B. Loewe, a spokesman for the National Day Laborers Organizing Network wrongly claimed. “Local law-enforcement enforcing immigration laws is a bad idea.”

The agency also announced new training policies for immigration officials, a new policy to shield illegal aliens from deportation if they seek police protection during a domestic violence episode, and a new form to be given to detained illegal aliens which tells them they can’t be detained for more than 48 hours by state officials.

These announcements are solutions in search of a problem, said Vaughan. For example, illegal aliens who successfully show they are domestic violence victims already can get a “U Visa” under an established law, she said. “This is absolutely unheard of for a law enforcement agency to be told to practically apologize for doing its job” of enforcing the law,” she said.

The administration should end the “Secure Communities” program, which allows state and local police to detain illegals for subsequent deportation by federal authorities, said Loewe. “Secure Communities is an experiment they unleashed on the public without any safeguards or regulations… local law-enforcement of immigration laws is a bad idea,” the noted communist said.

Tougher enforcement of immigration laws shouldn’t be used to combat high unemployment among poor Americans, Loewe said. Instead, the government should start a major spending program to build schools and libraries, and levy taxes on major corporations. “When were talking about a drain on the economy,” he said, “we should look at the corporations that refuse to pay back their due.”

But the overall goal of the new memos is victory in the 2012 election, not law enforcement, said Vaughan. It is “kabuki theater… designed [by the administration] to send a signal to these groups that they are taking their concerns very seriously.”

  1. How can our overreaching government allow Mexico or any other country sue the State of Georgia, even though predominant Mexican illegal immigrant citizens are ignoring our sovereignty laws? This is a farce, of our nation’s constitutional rights, when the Obama administration as part of the open border zealots, allowing this humiliation on the majority of American people. Those laws are being implemented in States, thus Arizona Alabama; if Georgia is to save the welfare money and public services from being drained by foreign nationals? We can only save America from these abhorrent undertakings of meddling from Special Interest groups, by making Barack Obama a one-term president and throwing out his growing leftist policies. In many cases, that includes to some degree Republicans have ignored the laws handed down to us in the US Constitution. Our rights are dwindling away under current this administration. Emerging from the Republican Party is the TEA PARTY, that are millions of average Americans of every color and religion, joining in a national fight against Activist judges and the dark side of the Liberal movement.


    This is now the perfect time to insist on mandated policing laws. Republicans are offering this action of using E-Verify and Secure Communities, for the reduction of illegal aliens amongst us? Already upheld by the Supreme Court, both federal applications can start to track foreigners, who are stealing jobs and Secure communities to identify all criminal aliens once they are in the clutches of the local police. We must also stand with Georgia and Arizona who have enacted enforcement laws, sadly being reduced by the Obama’s leftist colleagues. Georgia, not the richest State is overrun by foreigners, who have illegally settled there and are involved in bleeding their public benefits. Why is it so different for Georgia to check the immigration status of people, when I have been stopped countless times and asked for my vehicle registration and driving license? Why is this federal case, when all it is about being “politically Correct” that has become a virulent policy, which we are, forced to conform too. Anything to pin on the moderates as racial profiling case and denying the people , to follow the “Rule of Law” not the made up stuff, played on us by Leftist judges making up their own States statutes or federal interpretations, from courts such as the 9th Circuit in San Francisco.

    Another issue that needs to be explained is our government supporting activist groups, who wish to see the demise of America, by overrunning our nation without a shot. There whole idea is a swarming mechanism, bringing in as many foreign nationals from South of the border with impunity. Taxpayer are fortunately being alerted, that they are forced by federal law, to cater to illegal aliens for low income housing, child care, free health treatment and education for all their millions of children. We are like moths to a financial flame drawing into America, the rejected from foreign governments. Yet why Americans and those here legally, don’t have the availability of free health care, as the debt collectors and credit laws, but chase us down like rats to pay Even while Americans are desperately trying to consolidate a home loans, refinance vehicles, illegal aliens collect welfare money, food stamps and in some States unemployment benefits. Every day more poverty finds a way through our mostly vulnerable border, while companies are sealing our fate by moving overseas or across our border, outsourcing jobs in other lands?


    A reflection of our insanity is the statement of NumbersUSA website, for according to Judicial Watch, federal funding for the radical National Council of La Raza has doubled in the years since Pres. Barack Obama appointed former NCLR Vice President Cecilia Munoz as White House Director of Intergovernmental Affairs. Since joining the Administration in 2009, La Raza’s funding has increased from $4 million to $11.1 million, mostly coming from the Labor Department headed by former California Congresswoman and amnesty supporter Hilda Solis. As a Congresswoman, Hilda Solis regularly teamed up with La Raza for nationwide initiatives. “It is distressing to know that the intensely special-interest advocacy of this open-borders group operates with millions of dollars from taxpayers while the public-interest advocacy groups like NumbersUSA don’t get a penny from the government to fight for taxpayers and workers of all ethnicities,” said NumbersUSA President Roy Beck. “Instead, we rely on the personal, voluntary contributions of taxpayers to fight the open-borders agenda of these groups like La Raza which all citizens are coerced to support through their taxes.”

    Judicial Watch also noted that the National Council of La Raza wasn’t the only organization to gain with Munoz’s appointment. An offshoot of La Raza, Chicanos Por La Causa, has also received an increase in funding, receiving $18.3 million since Munoz’s appointment. La Raza uses funding from the federal government and other sources to provide social services, housing counseling and farm worker assistance to the Latino community. But they also spend a large chunk of money lobbying Congress for amnesty and protections for illegal aliens. While federal funding is not likely used for lobbying, it frees up other funds raised for lobbying efforts.

    According to OpenSecrets.org, the La Raza has spent more than $500,000 per year in lobbying each every year since 2006.

    Hasn’t the people had enough of these venomous lies spread by Liberal press every day, or the open border lobbyists pleading for compassion and favors at the same time. Many of our own people are living in poverty, so we need no more Immigration Reform bills, Sanctuary city laws? In the election of 2012, it will be jobs and the economy, but illegal immigration will be forcing its way to the surface and the issue will not be tucked under the rug. This will be a crucial vote for all Americans and legal residents not matter your political party or ethnic background. The TEA PARTY is producing huge waves of discontent in both parties, because they ready to fight for every birthright citizen and potential new American. They will not cave-in to either party, but will welcome all those against the silent invasion of illegal aliens. The TEA PARTY will reign in the radical organizations like La Raza, and will repudiate any chance of another Amnesty.
